RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a Mental Health Services Agreement for a term of July 1, 2024 through June 30, 2027 with Koinonia Foster Homes, Inc. DBA Koinonia Homes for Teens for the provision of Short-term Residential Therapeutic Program (STRTP) treatment services including Case Management, Mental Health Services, Medication Support, and Crisis Intervention for children/youth in the amount of $182,577 for Fiscal Year (FY) 2024-25, $182,577 for Fiscal Year (FY) 2025-26, and $182,577 for Fiscal Year (FY) 2026-27, for a total Agreement amount not to exceed $547,730; and

SUMMARY/DISCUSSION:

Koinonia Foster Homes, Inc. DBA Koinonia Homes for Teens (“Koinonia”) is a Short-term Residential Therapeutic Program (STRTP) providing residential and specialty mental health services including specialized and intensive care, support, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs.  The goal of the program is to provide therapeutic interventions to treat and ameliorate the behavioral health symptom and improve function so that children and adolescents may move to a less restrictive and intensive treatment setting.  Koinonia has been providing services to Monterey County youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential or juvenile justice facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports one of the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by 2011 Realignment (50%) and Federal Financial Participation (50%). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2024-25 Requested Budget. The funds for this Agreement for FY 2025-26 and FY 2026-27 will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2025-26 and FY 2026-27 Requested Budgets.
