Before the Board of Supervisors in and for the
County of Monterey, State of California
Resolution No. 06-113
a. Approve a resolution authorizing the Chief Probation Officer
to sign and submit a grant application to the State Corrections
Standards Authority for the utilization of Juvenile
Accountability Block Grant JABG) funds in the amount of
$26,139 for the Probation Victim Restitution Program during
fiscal year 2006-07; and
b. Sign for related grant agreement, amendments or extensions
with the State of California.
WHEREAS the County of Monterey desires to receive and utilize federal grant funds available
through the Juvenile Accountability Block Grants JBAG) Program administered by the
Corrections Standards Authority hereafter referred to as CSA) to partially fund the Probation
Victim Restitutions Program.
NOW, THEREFORE, BE IT RESOLVED that the Chief Probation Officer of Monterey County
is authorized on behalf of the Board of Supervisors to submit the JBAG application and sign the
Grant Agreement with the CSA, including any amendments thereof.
BE IT FURTHER RESOLVED that the County of Monterey agrees to provide all matching
funds required for said project and abide by the statutes and regulations governing the JBAG
Program as well as the terms and conditions of the Grant Agreement as set forth by the CSA.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Chief Probation
Officer to:
a. Approve a resolution authorizing the Chief Probation Officer to sign and submit an
application to the California Corrections Standards Authority for utilization of Juvenile
Accountability Block Grant JABG) funds in the amount of $26,139 during fiscal year
2006-07 for the Probation Victim Restitution program; and
b. Sign for related grant agreement, amendments or extensions with the State of California.
SUMMARY / DISCUSSION:
The Probation Department is applying for JABG grant funds in the amount of $26,139, which
will continue to subsidize restorative justice-related services designed to hold juvenile offenders
accountable and reduce recidivism. It will be the seventh consecutive year for this program.
The Corrections Standards Authority is the administrator for the Juvenile Accountability Block
Grant.
This year, the State of California will receive a reduced amount of $2,737,616 for units of local
government to promote greater accountability of juveniles in the justice system through this
grant. The allocation of funds to units of local government is based on a formula generated for
one third by violent crime data reported by localities and for two thirds by law enforcement
expenditure information. As a result of this formula, Monterey County is eligible to receive
funds in the amount of $26,139 for fiscal year 2006-07.
Funds from this grant will contribute to the cost of an existing Probation Aide position for
restorative justice-related services and to hold juvenile offenders accountable, reduce juvenile
crime recidivism and facilitate the restitution process for the victims.
A copy of the application is on file with the Clerk to the Board.
FINANCING:
Monterey County is eligible to receive $26,139 during fiscal year 2006-07. This funding and the
required cash match of 10% are already included in Probation Department's Budget Unit 255 for
fiscal year 2006-07.
