Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 1 to Mental Health Services Agreement A-14354 with Edgewood Center for Children and Families to add $20,916 of additional services, for a revised total Agreement amount of $1,396,959 for the same term July 1, 2019 through June 30, 2022.

SUMMARY/DISCUSSION:

Edgewood Center for Children and Families (“Edgewood”) has been providing services to Monterey County children and youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential or juvenile justice facility.  Edgewood provides a Short-term Residential Therapeutic Program (STRTP) with specialty mental health services for children and youth with complex and severe needs.  In addition, Edgewood provides short term Hospitalization Diversion services to assess and stabilize the child/youth by reducing emotional and/or behavioral symptoms to reduce risk of rehospitalization and be able to return to lower level of care or natural environment with a coordinated, and family focused support and safety plan.  This Amendment will add Partial Hospitalization Program (PHP) services which is a short-term full day program specialized in diagnostic assessment and psychotropic medication evaluation and management, allowing youth to receive acute care while residing in their homes or other community placement.  This Amendment is retroactive to July 1, 2019 due to a placement of a Monterey County youth into Edgewood’s PHP in June 2019 at which time the County deadline to process an Amendment to include PHP into Edgewood’s prior year Agreement had passed.  Services provided in June 2019 will be included in this Agreement.

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

FINANCING:

This Agreement is funded by Mental Health Federal Financial Participation (MH FFP) (21%), 2011 Realignment-Early Periodic Screening, Diagnosis, and Treatment (EPSDT) (49%), and Special Education Local Plan Area (SELPA) funding (30%). The funds for FY 2019-20 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Adopted Budget.  The funds for this Agreement FY 2020-21 and FY 2021-22 will be included in the respective Health Department Health (HEA012, Unit 8410) FY 2020-21 and FY 2021-22 Requested Budgets.
