a. Approve Amendment No. 6 to Professional Services Agreement No. A-11684 with EcoSystems West Consulting Group where the Base Budget is increased by $57,820, for a total amount not to exceed $171,949, to allow payment of rendered services associated with completion of 2013 Piperia Plan Studies and to provide 2014 Piperia Plan Studies for completion of The Pebble Beach Company's Del Monte Forest Preservation and Development Plan (PLN100138) in Pebble Beach, and extend the term to June 30, 2016; and
b. Approve Amendment No. 6 to Reimbursement Agreement No. A-11411 with The Pebble Beach Company where the Base Budget is increased by $57,820 with no change to the County Surcharge of $2,500, for a total amount not to exceed $174,449, to allow reimbursement to Monterey County for costs incurred by EcoSystems West Consulting Group and the Resource Management Agency - Planning for rendered services associated with the completion of 2013 Piperia Plan Studies, and to provide 2014 Piperia Plan Studies for completion of The Pebble Beach Company's Del Monte Forest Preservation and Development Plan (PLN100138) in Pebble Beach, and extend the term to June 30, 2016; and
c. Authorize the Director of Planning to execute Amendment No. 6 to Professional Services Agreement No. A-11684, Amendment No. 6 to Reimbursement Agreement No. A-11411 and future amendments to these Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. DISCUSSION:
In 2006, the County identified a need for EcoSystems West Consulting Group to provide annual Piperia Plan Studies and CEQA review for The Pebble Beach Company's Del Monte Forest Preservation and Development Plan. Since, and on an annual basis, PSAs with EcoSystems West Consulting Group and RAs with The Pebble Beach Company were approved by the Board of Supervisors (BOS) for these services for 2006, 2007, 2008 and 2009. In 2010, the County determined that future annual Piperia Plan Studies and CEQA review could be amended into the 2009 BOS approved PSA and RA.
Amendment No. 6 to PSA No. A-11684 and Amendment No. 6 to RA No. A-11411 will provide reimbursement for rendered services associated with the completion of 2013 Piperia Plan Studies, and to provide 2014 Piperia Plan Studies for the management, protection and restoration of Yadon's Piperia for The Pebble Beach Company's Del Monte Forest Preservation and Development Plan. Amendment No. 6 to the PSA will increase the amount by $57,820 for a total amount not to exceed $171,949 and extend the term to June 30, 2016. Amendment No. 6 to the RA will increase the amount by $57,820 with no increase to the Surcharge budget of $2,500, for a total amount not to exceed $174,449, and extend the term to June 30, 2016.

FINANCING:
Pursuant to the terms of the RA with The Pebble Beach Company and the County, the expenses of EcoSystems West Consulting Group and RMA Planning to provide completion of the 2013 Piperia Plan Studies, and provide 2014 Piperia Plan Studies for The Pebble Beach Company's Del Monte Forest Preservation and Development Plan will be reimbursed through budgets established in the RA with The Pebble Beach Company. There will be no impact to the General Fund.
