RECOMMENDATION:

It is recommended that the Board of Supervisors:

DBA NEOGOV to purchase GovernmentJobs.com Annual Posting Subscription, extending the agreement for an additional three (3) years to June 30, 2024, and adding $30,000 for a total agreement amount of $635,212; and

b. Approve non-standard provisions as recommended by the Chief Information Officer; and

c. Authorize the Chief Information Officer, or his designee, to execute order forms and such documents as are necessary to implement the Amendment No. 1 with GovernmentJobs.com; and

SUMMARY:

The County currently has subscriptions and licensing with GovernmentJobs.com for the following: Insight Enterprise (IN), Perform (PE), Onboard (ON), Learn (LE), Learn SCORM Integration, eSkills Pre-Employment Integration and will add the Annual Posting Subscription into the NEOGOV service package by this Amendment No. 1 with the term ending June 30, 2024.

 

 

 

DISCUSSION:

The County uses NEOGOV to provide on-demand human resource software for the public sector by automating hiring, onboarding, and performance evaluation processes. The approval to expand services by adding the Annual Posting Subscription will increase our efforts for a broader recruitment pool.  

 

The IN, PE, ON, LE, LE SCORM Integration, eSkill Pre-Employment Integration software are configured to successfully interface with the County’s Human Resource Management system allowing for seamless Countywide usage.

 

GovernmentJobs.com only serves the public sector, so by adding this subscription the county is more likely to find candidates who meet minimum qualifications and have related experience. The continued use of these collaborative services and with the addition of the Annual Posting Subscription it will broaden the job candidates seeking potential employees through a nationwide pool, in which qualified individuals are identified and able to join the County workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed this Amendment No. 1 as to form and cannot approve due to an addendum modifying the following: refund provisions, royalty and invention provisions, subcontracting provisions, automatic renewal provisions, warranty disclaimer, and County waiver of liability against the vendor and limitations on the type of and amount of damages available to the County.

 

FINANCING:

The funds have been included in the FY21-22 Approved Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

NEOGOV software supports the county’s automated applicant tracking and employee onboarding, performance, and mandatory trainings which allow the County to maintain compliance with applicable laws and regulations.
