RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and Authorize the Sheriff or Sheriff Designee to sign a Memorandum of Understanding (MOU) with the North Monterey County Unified School District, to reimburse the County for the provision of a School Resource Officer, effective July 1, 2023, through June 30, 2024, total amount not to exceed $200,000; and

b. Approve and Authorize the Sheriff or Sheriff Designee to sign five (5) one-year amendments to the MOU, where the scope of work does not change significantly or exceed an aggregate revenue maximum of $1,000,000.

 

SUMMARY/DISCUSSION:

North Monterey County Unified School District (NMCUSD) approached the Monterey County Sheriff’s Office (MCSO) about securing a School Resource Officer (SRO) for the FY 2018-19 School year funded by the Tobacco Grant.  Since FY 2018-19, MCSO has provided an SRO to NMCUSD.

 

NMCUSD utilizes the SRO to make presentations to their high school and middle school health classes, provide educational meetings for instructors, and will ask the school resource officer to assist in supervising problem areas on campuses.

 

The purpose of this Memorandum of Understanding (MOU) is to delineate responsibilities and purview between NMCUSD and MSCO, and to provide a method for NMCUSD to pay MCSO for supplying a school resource officer.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, the Auditor-Controller has reviewed as to fiscal provisions and Human Resource Department concurs with the recommendation. 

 

FINANCING:

The estimated annual revenue from this MOU will range from $137,451 to $201,211, depending on the cost of the deputy who will be assigned to this agreement.  There is no General Fund Contribution as a result of this action.
