Title

Review the Agency’s 2026 Draft Strategic Plan and provide recommendations to the Board of Directors (Staff: Shaunna Murray)

Report

RECOMMENDATION:

It is recommended that the Planning Committee:

Review the Agency’s 2026 Draft Strategic Plan and provide recommendations to the Board of Directors.

SUMMARY/DISCUSSION:

The Agency contracted with Jacob Green & Associates (JGA) to update to Agency’s 2020 Strategic Plan.  The process consists of five steps: initial review and assessment of the Agency, comprehensive stakeholder engagement activities, strategic framework update workshops, development of the draft and final plans, and ultimately the development of implementation and performance measures.  JGA has completed the first three steps and have delivered the Draft Strategic Plan.

The draft Mission, Vision, Values, and Goals for the Agency were approved by the Board of Directors on September 21, 2026.  Additionally, Agency staff are working on the implementation plan through developing objectives and tasks to achieve each of the goals.  The result will be an internal work product that includes staff assignments, deadlines, and key deliverables.  The results will be reported out to the Board of Directors periodically to provide critical updates to progress on implementing the Strategic Plan.

The Draft Strategic Plan document is a culmination of these efforts and is included as attachment 1.  Ultimately, the final plan will be adopted and received by the Board of Director’s and Agency Board of Supervisors.  That will commence the next phase of implementation of the plan as well as regular updates on progress to the boards.

OTHER AGENCY INVOLVEMENT:

Numerous Agencies and stakeholders have participated throughout the phases of the project.

FINANCING:

This project is included in the approved budget for FY26 and FY27 in the Administration Fund for a total amount of $88,950.
