RECOMMENDATION:
It is recommended that the Board of Supervisors:
a)      Approve the Memorandum of Understanding (MOU) between Monterey County, acting through the Monterey County Workforce Investment Board (WIB), and the Job Corps, Northern California Outreach and Admissions for providing services at the Monterey County America's Job Center of California; and
b)      Authorize the WIB Executive Director to sign the agreement on behalf of Monterey County.
 
SUMMARY:
In accordance with Section 121(c) of the Workforce Investment Act of 1998 (WIA), Monterey County, through the Monterey County WIB, seeks to enter into a Memorandum of Understanding (MOU) with the Job Corps, Northern California Outreach and Admissions to provide education and vocational services at the comprehensive America's Job Center of California (Job Center) in Monterey County.
 
The purpose of this MOU is to define the working relationship between the Job Center/ Monterey County WIB and the Job Corps, Northern California Outreach and Admissions, with the purpose of accomplishing shared goals and supplementing the capacity of the Job Center to provide a comprehensive array of educational and vocational services to eligible youth, ages 16 to 24.  The MOU furthers the statutory purpose of the WIA, which emphasizes full and effective partnerships between local WIBs and the Job Center partners, and the regulation which emphasizes that it is a legal obligation for the partners and the local WIB to engage in good faith negotiations to reach agreement on the MOU.  The MOU provides that, as a Job Center partner, Job Corps, Northern California Outreach and Admissions will co-locate its employees at the Job Center, for specified amounts of time, in order to provide services to eligible youth and assist in preparing them for successful careers.  
 
 
 
 
 
 
DISCUSSION:
The term of the MOU with Job Corps, Northern California Outreach and Admissions will begin once signed by all parties and approved by the Board of Supervisors and shall remain in effect until terminated by the repeal of the Workforce Investment Act of 1998 or the Workforce Innovation and Opportunity Act (WIOA) or in accordance with Section IV," Term of MOU," in the MOU (attached).  The MOU articulates that it may be reviewed annually and modified, altered, revised, extended or renewed by mutual written consent of all parties, by the issuance of a written amendment, signed and dated by all the parties on an as-needed basis.  
 
OTHER AGENCY INVOLVEMENT:
This agreement has been approved by County Counsel as to legal form.
 
FINANCING:
This MOU has no effect on the general fund. This MOU is non-financial in nature. Financial agreements relating to the operation of the America's Job Center of California in Monterey County will be outlined in separate MOUs or subcontracts as required.
