RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 3 to Mental Health Services Agreement A-12513 with California Psychiatric Transitions, extending the term of the Agreement one year to June 30, 2017, and adding $47,775 for Fiscal Year (FY) 2015-16 and $1,367,010 for FY 2016-17, for a new total Agreement amount not to exceed $3,177,265.
SUMMARY/DISCUSSION
California Psychiatric Transitions (CPT), located in Delhi, California, is one of a very limited number of Mental Health Rehabilitation Centers (MHRC’s) that specialize in working with people with severe mental disabilities. This facility provides client specific programs including behavioral adjustment, self-help skill development, pre-vocational preparation, and addressing special needs in interpersonal relationships. CPT provides specialized services at two primary care service levels that meet Behavioral Health clients’ needs for immediate placement at a lower level of care upon hospital discharge. This facility is the last resort before a client is placed in a State Hospital.
This Amendment No. 3 to Agreement A-12513 with California Psychiatric Transitions extends the term of the Agreement from July 1, 2013 to June 30, 2016 for an additional year through June 30, 2017 for a new term of July 1, 2013 to June 30, 2017. This Amendment No. 3 also increases the FY 2015-16 amount by $47,775 for a total FY 2015-16 amount of $887,155, and adds FY 2016-17 in the amount of $1,367,010, for a new total Agreement amount not to exceed $3,177,265. This increase extends the existing standard Mental Health Rehabilitation Center (MHRC) and Disruptive Behavioral Unit (DBU) Programs through FY 2016-17, and provides new Diversion Program Units of Service beginning April 1, 2016 of FY 2015-16 through FY 2016-17.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Amendment No. 3 to Agreement A-12513 is on file with Clerk of the Board.
FINANCING:
This Agreement is funded by Realignment revenues (100%). The funds for this Agreement ($887,155) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget. The funds for this Agreement for FY 2016-17 ($1,367,010) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 Recommended Budget.
