RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or his designee to execute Amendment No. 1 to the Agreement between the County of Monterey and the San Francisco Region of the Sports Car Club of America (SCCA), to update race event schedules, including cancellations, in response to the COVID-19 pandemic, and update payments owed to the County as a result of the cancellations, retroactive to October 22, 2020, for continued Race Support Services at WeatherTech Raceway Laguna Seca.
SUMMARY/DISCUSSION:
Revisions to the Agreement between the County of Monterey and the San Francisco Region of the Sports Car Club of America (SCCA), dated May 1, 2020, for Race Support Services at WeatherTech Raceway Laguna Seca are necessary due to the COVID-19 pandemic and the subsequent State and County shelter-in-place mandates that required events to be rescheduled or cancelled. Amendment No. 1 to the Agreement updates the dates of events as listed in paragraph A1.4.1 of Exhibit A to the Agreement as follows:
A1.4.1.1 Monterey Pre-Reunion: August 8-9, 2020 - replaced by Drivers Appreciation Weekend
A1.4.1.2 Rolex Monterey Motorsports Reunion: August 13-16, 2020 - cancelled
A1.4.1.3 IMSA Monterey SportsCar Championship: September 3-6, 2020 - reduced to 3 days, date changed to October 31-November 1, 2020
A1.4.1.4 IndyCar Firestone Grand Prix of Monterey: September 18-20, 2020 - cancelled
Based on the cancellations of events, it was determined that the Contractor owed the County $46,000 which has been paid and is supported by items 1-6 of Amendment No. 1 to the Agreement.
Additionally, a revision was made to specify that County is not responsible for providing power to the Z Road Area of the facility for the Contractor and may charge for necessary services as it sees fit.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the amendment as to form.
FINANCING:
This agreement is a revenue source agreement, therefore has no direct impact on the Laguna Seca Recreation Area budget.
