Acting on behalf of County Service Area No. 15:
a. Approve an increase in appropriations in the amount of $21,000 in the FY 2014-15 Adopted Budget for County Service Area No. 15 - Toro Park and Serra Village Fund 056-3000-8198-6881-RMA052, where the financing source is Uncommitted Fund Balance, to pay for utility costs (4/5th vote required); and
b. Authorize the Auditor-Controller to amend the budget for County Service Area No. 15 - Toro Park and Serra Village Fund 056-3000-8198-6881- RMA052, for FY 2014-15 by increasing appropriations in the amount of $21,000 where RMA056 Unassigned Fund Balance is the financing source to balance the appropriation increase.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors acting on behalf of County Service Area No. 15 - Toro Park and Serra Village:

SUMMARY/DISCUSSION:
In June, 2014, the Board of Supervisors adopted a budget for CSA No. 15 - Toro Park and Serra Village. The requested appropriations are needed to pay for electric, water, and dumpster rental costs that have exceeded budget estimates.

The electrical costs are for PG&E street lighting and the original budget underestimated the cost for this service. For water, a mid-year rate increase has contributed to the additional costs. Staff will work with the landscape contractor to reduce water usage and cut costs. Finally, dumpster rental rates increased for the annual CSA clean-up event.
OTHER AGENCY INVOLVEMENT:
The CSA 15 Advisory Committee discussed this need at their meeting of May 13, 2015. Since the Budget Committee on May 27, 2015 was cancelled, the County Administrative Office approved this report to go directly to the Board for consideration.
FINANCING:
The $21,000 in additional costs to pay for utilities will be financed by County Service Area No. 15 - Toro Park and Serra Village (Fund 056, Unit 8198). The current Unassigned Fund for CSA No. 15 would be reduced from $79,914 to $58,914 resulting in a 26.3% reduction. The remaining fund balance would be equal to 39.2% of the annual operating budget for CSA No. 15 - Toro Park and Serra Village. Pending Board approval, sufficient appropriations will be available in County Service Area No. 15 - Toro Park and Serra Village.
