a. Authorize the County Purchasing Agent or designee to execute two standard agreements for towing and storage services for the Office of the District Attorney: one with CA Towing, Inc. in an amount not to exceed $120,000 for the term retroactive to January 1, 2026 through June 30, 2028, and one with KJRB, Inc. in an amount not to exceed $50,000 for the term retroactive to January 1, 2026 through June 30, 2028.
b. Accept standard contract provisions as recommended by the District Attorney;
c. Authorize the County Purchasing Agent or designee or the District Attorney or designee to sign and execute all necessary documents and verifications related to the Agreement;
d. Authorize the County Purchasing Agent or designee to issue purchase orders on an as-needed basis pursuant to the Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the County Purchasing Agent or designee to execute two standard agreements for towing and storage services for the Office of the District Attorney: one with CA Towing, Inc. in an amount not to exceed $120,000 for the term retroactive to January 1, 2026 through June 30, 2028, and one with KJRB, Inc. in an amount not to exceed $50,000 for the term retroactive to January 1, 2026 through June 30, 2028.

SUMMARY:
The Office of the District Attorney requires towing and storage services for vehicles associated with investigations and prosecutions. Vehicles are often towed and stored by vendors utilized by local law enforcement agencies. Upon filing of a referred case, the District Attorney's Office assumes responsibility for the associated storage costs to ensure the vehicles remain available to support prosecutorial and evidentiary needs.
This request is to execute an agreement with CA Towing, Inc. in an amount not to exceed $120,000 and an agreement with KJRB, Inc. in an amount not to exceed $50,000, both for terms retroactive to January 1, 2026 through June 30, 2028. The retroactive term will formalize services provided since January 1, 2026 and provide for payment while ensuring continuity through June 30, 2028.
DISCUSSION:
The Office of the District Attorney requires towing and storage services for vehicles associated with criminal investigations and prosecutions. Vehicles involved in criminal cases are often towed and stored by vendors at the direction of local law enforcement agencies. When those cases are referred to the District Attorney's Office, continued access to the vehicles is necessary to support prosecution and evidentiary requirements, and the Office is responsible for the associated towing and storage costs.
This request is to execute an agreement with CA Towing, Inc. in an amount not to exceed $120,000 and an agreement with KJRB, Inc. in an amount not to exceed $50,000, both for terms retroactive to January 1, 2026 through June 30, 2028.
The proposed agreements will formalize these services, provide for payment of services rendered beginning January 1, 2026, and ensure the continued availability of these services through June 30, 2028. The retroactive term is necessary because the District Attorney’s Office does not select the towing and storage vendors utilized by local law enforcement agencies, and vehicles associated with active cases were already being stored by these vendors before the agreements were executed.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
County Counsel has approved the agreement as to legal form.
FINANCING:
Funding for this Agreement in Fiscal Year 2025-26 was included in the District Attorney's adopted budget, and funding for Fiscal Year 2026-27 is included in the District Attorney's proposed budget. There will be no increase in the General Fund Contribution resulting from this Board action.
