Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health to execute a three fiscal year term Mental Health Services Agreement with Harmony at Home for school-based counseling services for children who have been exposed to violence and trauma in the amount of $91,120 for Fiscal Year (FY) 2015-16, $91,120 for FY 2016-17, and $91,120 for FY 2017-18, for a total Agreement amount not to exceed $273,360; and

b.                     Authorize the Director of Health to sign up to three future amendments to this Agreement where the amendments do not exceed 10% of the original Agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12264 with Harmony at Home (HAH) which will expire on June 30, 2015.  Harmony at Home provides services that teach healthy communication within families to end the cycle of violence and abuse.  Harmony at Home provides school-based domestic violence counseling services to elementary school-aged children in the Alisal, Salinas Elementary and the Salinas Union High School Districts.  These services address the emotional trauma and related issues of children who have witnessed and/or experienced violence.  The Health Department, Behavioral Health has contracted with HAH since August 2009 and is requesting approval of this Mental Health Services Agreement to continue these services for an additional three year term.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 

 

The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. 

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provision respectively.  A copy of this Agreement is on file with the Clerk of the Board. 

 

FINANCING:

This Agreement is funded by Mental Health Services Act Prevention and Early Intervention funds.  The funds for FY 2015-16 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2015-16 Requested Budget.   The funds for this Agreement for FY 2016-17 and FY 2017-18 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
