RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 5 to Substance Use Disorder Treatment Services Agreement with Valley Health Associates for the provision of alcohol and drug recovery services to revise the FY 2020-21 drug treatment rates retroactive to July 1, 2020 and add CARES Act funding in the amount of $303,338 with no change to the Agreement term of July 1, 2018 - June 30, 2021 for a new Agreement amount of $4,884,236.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-14021 for a current contracted dollar amount of $4,580,898 with Valley Health Associates. This Amendment No. 5 adds $303,338 for FY 2020-21 for a new contract amount of $4,884,236. Valley Health Associates provides the following services: Medication Assisted Treatment include methadone dosing, Outpatient group and individual therapy for youth and transition age youth including case management and Recovery Services.

 

This Amendment No. 5 adds one-time CARES Act Funds for FY 2020-21 to cover necessary expenditures incurred by Valley Health Associates due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19). This Amendment also revises the FY 2020-21 drug treatment rates to reflect FY 2020-21 Drug Medi-Cal rates published by the Department of Health Care Services (DHCS) and is retroactive to July 1, 2020 because DHCS did not release the rates in time to amend the contract prior to the beginning of the Fiscal Year 2020-21 start date.

 

This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This supports the Monterey County Health Department 2018-2022 strategic plan initiative: 1. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by 48% Federal Substance Abuse Block Grant (SABG), 34% Drug Medi-Cal, and 18% AB109 funding. The funds for FY 2020-21 are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Adopted Budget.
