RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Award a contract to Teichert Construction, the lowest responsible bidder for the Harkins Road and Hunter Lane Rehabilitation, Project No. 1172, in the total amount of $5,655,350;

b.  Approve the Performance and Payment Bonds executed and provided by Teichert Construction;

c.  Authorize a contingency, not to exceed 10% of the contract amount or $565,535, to provide funding for approved contract change orders;

d.  Authorize the Director of Public Works, Facilities and Parks to execute the contract subject to the provisions of the Public Contract Code and Board Policies as applicable, approve change orders to the contract that do not exceed 10% of the original contract amount ($565,535), do not significantly change the scope of work, not to exceed the maximum contract amount of $6,220,885; and

e.  Authorize the Director of Public Works, Facilities and Parks to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director determines that the contract is complete in all respects in accordance with the Plans and Special Provisions for the construction of Harkins Road and Hunter Lane Rehabilitation, Project No. 1172.

 

 

 

SUMMARY/DISCUSSION:

The Harkins Road and Hunter Lane project consists of reconstructing the existing asphalt roadway by grinding the existing pavement and reutilizing it as road base and overlaying it with hot mix asphalt (HMA) concrete.  Harkins Road is to be reconstructed from 5th Street in the community of Spreckels to the Salinas City Limits, approximately 1.4 miles.  Hunter Lane is to be reconstructed from State Route 68 to Harkins Road, approximately 1.5 miles.  The project will include features to help reduce large truck traffic through the community of Spreckels. This project is in response to Board Referral No. 2022.14.  A detailed update on this referral was provided by PWFP to the Board on March 7, 2023.  The project features include:

 

                      A widened lane on southbound Harkins Road at Hunter Lane coupled with a large radius corner to facilitate right-turn movements by tractor-trailer trucks from Harkins Road onto Hunter Lane;

                      Removing the abandoned railroad crossing on Hunter Lane at Harkins Road and adjusting the grade of the entire intersection of Harkins and Hunter to eliminate the

abrupt grade change and facilitate large truck turn movements; and

                      Replacing old signage and installing new reflective signage to clearly advise of the truck weight restriction in the Spreckels community.  This includes advanced warning signage to be installed within the Salinas city limits to provide ample advance notification to truck drivers.  PWFP staff has begun coordination with the City of Salinas on the advance warning signage as that would need to be approved via an Encroachment Permit issued by the City.

 

On July 25, 2023, the Board of Supervisors adopted the Plans and Special Provisions for the Harkins Road and Hunter Lane Rehabilitation project.  The project was subsequently advertised, and bids were received and opened on August 28, 2023.  Three (3) bids were received.  The lowest responsible, responsive bidder was Teichert Construction in the amount of $5,655,350, which is 9.6% under the Engineer’s Estimate of $6.3 million.  The second lowest bidder was Granite Rock Company in the amount of $6,158,711.  Construction is expected to begin in October 2023.

 

The Harkins Road project was identified as a top priority project under the Measure X program.

 

In accordance with the California Environmental Quality Act (CEQA), PWFP filed a Notice of Exemption for the Harkins Road and Hunter Lane project on June 28, 2023.  The project has been determined to be categorically exempt (Class 1) because the project is to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations [CCR] Section 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the proposed contracts as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

 

 

FINANCING:

The total estimated project cost, including engineering, construction management, and construction is $7.1 million.  The project is being funded by the Road Fund, including Measure X, SB 1, and Transient Occupancy Tax (TOT).

 

The adopted FY 2023-24 Road Fund 002, budget includes $5.4 million in appropriations to fund the construction of this project.  Construction cost, including construction management, is estimated at $6.7 million.  There is sufficient appropriation in the FY 2023-24 Road Fund 002 budget. Measure X and SB 1 will be used to cover the remaining $1.3 million.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The project will pave approximately 2.9 miles of County maintained roads, extending the pavement life.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
