SUMMARY:
The proposed Del Monte Forest Land Use Plan amendments revise the policies and regulations to focus new development adjacent to or within existing developed areas while requiring preservation of large intact contiguous areas of forest and other sensitive habitat areas; revise the regulations for development to establish the regulatory framework for the proposed Pebble Beach Company (PBC) Concept Plan; update the Local Coastal Program (LCP) to reflect the changes in conditions in Del Monte Forest since the original adoption of the LCP in the 1980s; and move implementing detail from the Land Use Plan into the Coastal Implementation Plan (CIP).  The PBC project is the result of discussions between PBC and the Coastal Commission staff, and would allow the renovation and expansion of visitor serving uses, creation of 90 to 100 single-family residential lots, and preservation and conservation of approximately 635 acres as primarily forested open space.  The Board of Supervisors adopted a resolution of intent to approve these Local Coastal Program amendments on January 24, 2012 and submitted the proposed amendments to the California Coastal Commission (CCC) for certification.  On May 9, 2012, the CCC held a hearing to consider certification of the proposed amendments.  The CCC unanimously certified the amendments as submitted.  Two minor corrections were made to zoning maps for Area F-1 and the Corporation Yard.  Per State regulations and Section 20.94.030.D.7 of the Monterey County Code (Title 20), in order for the LCP amendments to take effect, the Board must acknowledge receipt of the Coastal Commission certification of amendments, formally adopt the certified amendments, and transmit the amendments to the CCC for confirmation.

The final amended Land Use Plan for the Del Monte Forest is included as Exhibit 1 to Attachment A of this staff report.  The ordinance amending the CIP is included as Attachment B.  Copies of the red-lined version of the amended LUP and CIP were attached to the January 24, 2012 Board of Supervisors staff report and to the May 9, 2012 California Coastal Commission staff report and are on file with the Monterey County RMA-Planning Department.
