a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to Agreement #5010-219 with Community Human Services adding $60,000 for a new contract total of $120,000 extending the term by two (2) years, for a new term of July 1, 2022 through June 30, 2026, and;
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to (3) future amendments to this amended agreement where the total amendments do not exceed 10% ($12,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $132,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to Agreement #5010-219 with Community Human Services adding $60,000 for a new contract total of $120,000 extending the term by two (2) years, for a new term of July 1, 2022 through June 30, 2026, and;
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to (3) future amendments to this amended agreement where the total amendments do not exceed 10% ($12,000) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $132,000.
SUMMARY/DISCUSSION:
Amendment #1 adds $60,000 of Homeless Housing, Assistance, and Prevention funds to the agreement with Community Human Services to extend support for service operations another two years. This amendment provides $30,000 for FY 2024-2025 and $30,000 for FY 2025-2026 for a new total contract amount of $120,000. The agreement provides funding support towards the cost of operating a year-round shelter for homeless youth. For over 25 years, Safe Place has served Monterey County runaway and homeless youth ages 18 to 24. The overarching goal of Safe Place is to keep kids safe as they transition to independent adulthood, providing year-round emergency shelter for the homeless youth 7 days a week from 7 p.m. to 7 a.m. In addition, Safe Place provides guests at the shelter with two meals per day (evening and morning).
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This Amendment is being funded through Homeless Housing, Assistance and Prevention Round 3 (HHAP 3) dollars. The Safe Place youth shelter agreement is specifically eligible to be funded with a portion of the county’s HHAP 3 youth set-aside component of the funding. Sufficient appropriations and revenues are included in the Community Programs 001-5010-SOC004 FY 2024-25 Recommended Budget, and the 2nd year will be incorporated into the next budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiatives adopted by providing services that support transitional age youth in obtaining safe shelter and work toward a goal of permanent housing and ultimately better health and quality of life.
