a. Approve and authorize the Director of the Department of Social Services to execute Amendment No. 2 to Agreement A-14917 with Central Coast Center for Independent Living to provide long-term services and supports to older adults with disabilities by extending the term to September 30, 2022 and adding $86,963 for a revised total contract amount of $267,490; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed ten percent 10% ($26,749) of the contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to execute Amendment No. 2 to Agreement A-14917 with Central Coast Center for Independent Living to provide long-term services and supports to older adults with disabilities by extending the term to September 30, 2022 and adding $86,963 for a revised total contract amount of $267,490; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed ten percent 10% ($26,749) of the contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This amendment adds funding from the California Department of Aging (CDA) to the existing agreement with the Central Coast Center for Independent Living (CCCIL). CCCIL is a local non-profit providing a variety of programs to assist people with disabilities. The agreement promotes collaboration, shared resources, and efficient delivery of services to seniors with disabilities.
Services funded include: 1) Enhanced Information & Assistance; 2) Person Centered Options Counseling; 3) Short Term Service Coordination; 4) Person Centered Transition Support Services; 5) Consumer-directed resource for long term support and services (LTSS); and 6) Promotion and implementation of a “no wrong door” approach to provide services in a seamless and easy way.
CDA announced the extension of Aging and Disability Resource Connection (ADRC), Coronavirus Aid, Relief and Economic Security (CARES) Act funding through September 30, 2022. Monterey County identified a portion of unspent ADRC CARES Act funds to add to CCCIL’s contract. The amended contract increases staffing to provide additional oversight of ADRC operations, coverage of services, and other reporting and administrative tasks and extends the term to allow for the continuation of services.

The Auditor Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form
FINANCING:
This agreement is funded through the California Department of Aging - Aging and Disability Resource Connection (ADRC) program. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2021-22 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working toward the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors with disabilities.
