a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 1 to Agreement with Maximus U.S. Services to provide Supplemental Security Income and Social Security Disability Insurance application, advocacy and ongoing case management services, adding $162,600 for a new contract total of $243,900 and extend the term by twenty-four months for a new agreement term of July 1, 2025 through June 30, 2028; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($24,390) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $268,290.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 1 to Agreement with Maximus U.S. Services to provide Supplemental Security Income and Social Security Disability Insurance application, advocacy and ongoing case management services, adding $162,600 for a new contract total of $243,900 and extend the term by twenty-four months for a new agreement term of July 1, 2025 through June 30, 2028; and
b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($24,390) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $268,290.
SUMMARY:
The Department is seeking to extend an existing agreement with a contracting agency responsible for identifying foster youth and non minor dependants who are potentially eligible to Supplemental Security Income (SSI), State Supplementary Payments (SSP), and Retirement, Survivor, and Disability Insurance (RSDI) administered through the Social Security Administration (SSA), and providing assistance with the application process, as well as case management once benefits are approved.
DISCUSSION:
Through this Agreement, the contracting agency will provide regular screenings of all dependents of the County Child Welfare Agency for potential Supplemental Security Income (SSI), State Supplementary Payments (SSP), and Retirement, Survivor, and Disability Insurance (RSDI) administered through the Social Security Administration (SSA). These advocacy and case management services will be provided for all youth and non minor dependents who fall under the dependency of Monterey County’s child welfare agency. For those dependents the contracting agency finds to be potential eligible to these benefits, the contractor applies for benefits on behalf of the minor, and handles all appeals for denials and/or negative actions. In addition, once approved, the contracting agency provides case management of the benefits, including coordination with the Community Benefits and Fiscal teams to ensure benefits continue without break in services.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded with a combination of county and realignment funds. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2026-27 Recommended Budget. Future funding will be incorporated into the corresponding budget process.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This Agreement correlates to the Administration of Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to meet the requirements of the California Department of Social Services (CDSS) for services to foster youth and non minor dependents who are recipients of, or potentially eligible to, Social Security Administration benefits.
