Title
a. Approve Amendment No. 2 to the Standard Agreement with Alex S. Hale to continue to provide  real estate services, in the amount of $100,000 for a total amount not to exceed $200,000, and extend the term to December 31, 2016; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 2 to the Standard Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
a.  Approve Amendment No. 2 to the Standard Agreement with Alex S. Hale to continue to provide  real estate services, in the amount of $100,000 for a total amount not to exceed $200,000, and extend the term to December 31, 2016; and
 
b.  Authorize the Contracts/Purchasing Officer to execute Amendment No. 2 to the Standard Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.
 
SUMMARY/DISCUSSION:
On February 4, 2013, the Contracts/Purchasing Officer executed the Standard Agreement (SA) with Alex S. Hale in the amount of $100,000 to provide real estate services for a term from January 28, 2013 to June 30, 2014.
 
On June 24, 2014, the Contracts/Purchasing Officer executed Amendment No. 1 to the SA with Alex S. Hale to extend the term to December 31, 2014 with a SA balance of approximately $68,000, which has since been nearly expended mainly due to the Real Property Division staff involvement in the recent Schilling Place Facility acquisition.
 
RMA - Public Works has identified a need for the continuation of "on call" real estate services to assist Real Property Division staff in areas related to appraising buildings and land, cost estimating, space planning, condition assessments, data base and procedural development, leased and owned real property acquisitions and dispositions, project management, wireless communication consultation, and help relieve a back-log of leased real property extensions and renewals.  Alex S. Hale was originally chosen from a list of RMA-Public Works approved real estate services providers and was found at that time, and continues to be, a very qualified real estate service consultant with the most competitive rates.
 
Amendment No. 2 to the SA will increase the amount by $100,000 for a total amount not to exceed $200,000 and extend the term to December 31, 2016.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor-Controller's Office, and Risk Management have reviewed and approved Amendment No. 2 as to form and legality, fiscal provisions, and indemnity and insurance provisions respectively.
 
FINANCING:
There is no impact to the General Fund.  Services provided by Alex S. Hale will be reimbursed from the prospective funding source from each project.
