RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt a Resolution to:

a. Approve and authorize acceptance of cash donations amounting to $25,453 and in-kind donations of equipment and vehicle with a market value of $146,134 from Sheriff’s Advisory Council as detailed in Attachment A; and

SUMMARY/DISCUSSION:

The Monterey County Sheriff’s Advisory Council is a non-profit 501(c)(3) registered with the State of California.  Recently, the Sheriff’s Advisory Council made a donation for the purchase of two, six seat, electric Kandi Kruiser (Off-Road) utility carts, sold online by Lowe’s and one pergola style awning from Costco.com.  The Sheriff’s Office regularly provides law enforcement services throughout the county for large special events.  The Sheriff’s Office subsequently purchased those items and determined the donation process needed to be presented to the Budget Committee and thereafter the Board of Supervisors with the review process.     

 

Currently, the Sheriff’s Office does not possess a mobile command post.  A mobile command post will support the operations of the Monterey County Sheriff’s Office and our regional partners by providing an on-site platform for command, control, and communications during special events, critical incidents, and natural disasters.  The command post will allow on-site conferencing, oversight, logistics, and communications with field supervisors and personnel.  The Sheriff’s Office in November 2023 became aware the California State University Long Beach Police Department was selling a mobile command post for $40,000.  

 

The California State University-Long Beach Police Department originally purchased this custom built by LDV Inc. 2005/2006 Freightliner MT55/Utilimaster Mobile Command Center VE484 for use.  Due to underutilization, the department has decided to sell the vehicle.  The command post specifications include mileage 5,275, 5.9L inline 6-cylinder Cummins ISB Turbo Diesel Engine with 237 engine hours, Allison 2200 EVS heavy-duty 5-speed automatic transmission, Onan 12HDKCD-2209B 12kW Generator, hours: 631; Overall Dimensions:  length: 30ft, width: 8ft, height: 12ft, GVWR: 23,000 lbs., 60-Gallon Fuel Tank, Quadra Mfg. Inc "Big Foot" Hydraulic Leveling System, External AC Power Connections, 240V Dual HVAC Zones, wired for phone, and satellite, retractable side awning, and surveillance mast.   

 

The Sheriff’s Advisory Council has offered to provide the funds to the California State University-Long Beach Police Department on behalf of the Monterey County Sheriff’s Office for a direct purchase.  The purchase of this Mobile Command Post offers significant cost savings to the Sheriff’s Office over ordering and purchasing equivalent new.  

 

In 2023, the Sheriff’s Advisory Council initiated a fundraising campaign to generate funds to renovate the Wellness Facility located at the Sheriff’s Office Public Safety Building.  The Sheriff’s Office Public Safety Building located at 1414 Natividad Road, Salinas, California, was originally built with designated space for gym and outfitted with gym equipment.  The original gym equipment had deteriorated with use and time.  Thereafter, the Monterey County Sheriff’s Office (MCSO) received donation of gym equipment, purchased from Opti-Fit Fitness Solutions, from the Sheriff’s Advisory Council.  Offering access to modern fitness equipment to all Sheriff’s Office employees is essential for the mental health and wellbeing of those personnel faced with fast paced work environment and often greater risk to dangerous situations.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller’s Office has provided Guidance on the accounting treatment of the In-kind donations following GASB Statement No. 33.   Budget Committee approved this request on January 31, 2024.

 

FINANCING:

The Sheriff’s Office purchased golf carts and a pergola at a cost of $25,453 utilizing funds from its existing budget.  Acceptance of the Sheriff’s Office Advisory Council donation in the amount of $25,453 will offset the expense of the purchase. The in-kind donations totaling $106,134.05 for the gym equipment and $40,000 for the Mobile Command Post will be recorded as Assets and Contributions revenue.  There will be no impact to the General Fund with this action in the current fiscal year.  Cost of maintenance of the donated assets, if any and will be included in future budget requests. Additional details for all items can be found in the attachments.
