a. Approve and authorize the Director or designee of the Department of Social Services to sign a no cost Memorandum of Understanding with Mexican American Opportunity Foundation to facilitate the exchange of confidentiality in order to provide childcare payment services to CalWORKs customers, for the period of July 1, 2024 to June 30, 2027; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement that do not encompass payment or significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign a no cost Memorandum of Understanding with Mexican American Opportunity Foundation to facilitate the exchange of confidentiality in order to provide childcare payment services to CalWORKs customers, for the period of July 1, 2024 to June 30, 2027; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement that do not encompass payment or significantly change the scope of work.
SUMMARY/DISCUSSION:
This Memorandum of understanding (MOU) is for the purpose of sharing confidential information with Mexican American Opportunity Foundation (MAOF) to provide a seamless transition from Stage 1 to Stages 2 & 3 childcare payment services. State of California Regulations Manual of Policies and Procedures (MPP 47-101.5) requires the exchange of information between County Agencies and Resource and Referral (R&R) and Alternative Payment Program (APP) service providers for the purpose of administering seamless transitional childcare services between Child Care Stages 1, 2&3. It binds each of these agencies by the same confidentiality requirements. Additionally, the California Department of Social Services All County Letter (ACL) 19-110 specifies the need for Monterey County to provide local administrators limited read-only, on-line access to a data screen through the Statewide Automated Welfare System (SAWS). Previous MOUs were for direct access to the SAWS. This MOU instead provides access to the Child Care Administrator Portal which the California Department of Social Services created to satisfy the requirements of ACL 19-110. The Department will share information with MAOF by providing necessary and restricted access to the Child Care Administrator Portal.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form.
FINANCING:
This is a non-financial agreement for the purpose of sharing confidential information, and recommended actions have no budgetary impact.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the ability of MAOF to determine eligibility for customers and create a seamless transfer between Stage 1 and States 2 and 3 childcare payment services.
