RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Chief Information Officer to execute a Memorandum of Understanding and Department of Motor Vehicles Information Security Agreement with the California Department of Motor Vehicles (DMV), providing the County, through its Information Technology Department, with direct access to DMV records for a term of March 14, 2023, through March 13, 2027, at no cost.

 

SUMMARY/DISCUSSION:

The County of Monterey has utilized information obtained from the California Department of Motor Vehicles (DMV) for various purposes to serve the Monterey County public.  A Memorandum of Understanding (MOU) was signed in 2018 for this access.  An updated MOU is required for another 48 months of access.  County offices that use this critical information are Assessor, ITD, Public Defender, Social Services, and Tax Collector. Each office will obtain authorization for their individual department head to sign their own DMV Information Security Agreement (DISA).  Having this access to DMV information is essential to performing their business functions.

 

DMV information is provided to County entities through the County of Monterey Information Technology Department’s data center.  For security reasons, ITD does not store DMV records in County systems.  ITD’s data center provides a secure transport layer for County departments that require transmission of electronic records and data from the DMV, located in Sacramento.

 

The County can continue to directly access DMV information through execution of a MOU with DMV and execution of the DMV’s Information Security Agreements, specifying technical security requirements.  The State of California imposes no cost for this service.  To enable access to this important information for provision of public services, the Chief Information Officer of Information Technology recommends that the Board approve and authorize him to sign these documents.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the MOU and the DMV Information Security Agreement as to form.

 

 

FINANCING:

There is no cost associated with this MOU, therefore, there will be no impact to the General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This MOU allows the County to continue actively serving the community through the efforts of the aforementioned departments, thereby affecting all strategic initiatives.
