Approve letter of support for the proposed Climate Change Resilience and Economic Capacity Building for Moss Landing Marine Laboratory (MLML) project to the U.S. Economic Development Administration (EDA) by San José State University Research Foundation.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve letter of support for the proposed Climate Change Resilience and Economic Capacity Building for Moss Landing Marine Laboratory (MLML) project to the U.S. Economic Development Administration (EDA) by San José State University Research Foundation.

 

SUMMARY/DISCUSSION:

Overseen, and primarily funded, by San José State University, the MLML administers the Master of Science in marine science program for California State Universities in northern and central California, dedicated to the pursuit of excellence in both education and research.

 

MLML is a thriving institution of education and research working to help advance marine science, serve society, and transform public discourse and policy towards sustainable human interaction with the world.

 

The primary goal of MLML is to provide students with the necessary skills and training to succeed in academia, governmental agencies, conservation, and management to serve societal needs involving marine issues.

 

The proposed MLML Project seeks to:

 

o                     Demolish the Marine Operations Building located at 7539 and 7722 Sandholt Road in Moss Landing, California 95039 and replace it with office space to mobilize scientific expeditions, dive support, and storage.

o                     Replace the floating dock to one that is adaptive to sea level rise and can accommodate both the MLML fleet and working boats from private foundations and local government/special districts.

o                     Demolish the Del Mar Wharf and replace it with one that is adaptive to sea level rise, able to accommodate additional commercial fishing vessels.

o                     Improve the security fencing, utilities, and drainage/grading at the Shore Lab building to accommodate lab work.

o                     Replace the temporary shade with a permanent shade structure.

o                     Rebuild the deck at the Shore Lab to incorporate utility chases with appropriate load testing and in compliance with the American with Disabilities Act (ADA).

o                     Reorganize the interior of the Shore Lab to accommodate academic research, private aquaculture companies, and marine technology startups.

 

OTHER AGENCY INVOLVEMENT:

Staff has consulted with County Counsel.

 

FINANCING:

Adopting this resolution has no financial impact.
