RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve “Utility Agreement No. 2202.1-Amendment No. 2”; between the County of Monterey and Pacific Gas and Electric (PG&E) to incorporate the actual cost of $325,308 as compensation to PG&E under the Utility Agreement No. 2202.1 for the relocation of electrical distribution lines and poles as required for the Nacimiento Lake Drive Bridge Replacement Project, (Project).

b. Authorize the Director of Public Works, Facilities and Parks to execute the “Utility Agreement No. 2202.1-Amendment No. 2” with PG&E.

 

SUMMARY:

Monterey County Public Works, Facilities and Parks (PWFP) entered into “Utility Agreement No. 2202.1” between the County of Monterey and Pacific Gas and Electric (PG&E) for the relocation of electric distribution lines and poles as a required activity of the Nacimiento Lake Drive Bridge Replacement Project, Project No. 2202.  PG&E has instituted new requirements after the original agreement that have reduced the allowable spacing between PG&E poles supporting overhead electrical power lines.  The reduction in PG&E pole spacing required the redesign of proposed relocation plans.  New pole locations were designed for the initial Phase I relocation installed prior to construction of the new bridge and final Phase II relocation installed after construction of the new bridge and prior to removal of the old truss bridge.

 

PG&E has completed the Phase I and Phase II relocation and has determined the total and final cost of the utility relocation work to be $325,308.  “Utility Agreement No. 2202.1-Amendment No. 2” between the County of Monterey and PG&E will increase and replace the original contract estimated cost of $125,600 and the amended cost estimate revised in Amendment No. 1 of $93,900 to the total and final cost of the utility relocation work of $325,308.

 

 

 

 

DISCUSSION:

Nacimiento Lake Drive Bridge is an existing one-lane bridge located southwest of the community of Bradley and east of Lake San Antonio, in Southern Monterey County.  The bridge was determined to be seismically deficient.  The project involved building a new two lane bridge and remove the old one lane truss bridge under the State Seismic Retrofit Program.

 

The construction project is substantially complete. The Public Works, Facilities and Parks Department has completed the construction of the new bridge and the old truss bridge has been removed.  Maintenance of revegetation planted along the disturbed slopes remains to be completed.

 

PG&E completed the Phase I overhead electrical distribution line pole relocations during the spring of 2020 to enable the unimpeded construction of the new bridge. The Phase II electrical distribution line and pole relocations was completed during August 2023 to provide overhead clearance for crane operation.  That relocation was necessary prior to removing the old bridge.

 

The PG&E electrical line and pole relocations for Phase I and Phase II have been completed.  PG&E had prior rights to their electric overhead distribution lines and poles and the County of Monterey was required by Agreement No. 2202.1 to compensate PG&E for the total and final cost of the utility relocation work. Approval of “Utility Agreement No. 2202.1-Amendment No. 2 is necessary to compensate PG&E for the total and final cost of the utility relocation work necessary for the project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller’s Office have reviewed and approved the “Utility Agreement No. 2202.1 - Amendment No. 2” as to form, and fiscal provisions, respectively.

 

FINANCING:

Caltrans has authorized $125,600 of federal Highway Bridge Program (HBP) funds to Monterey County to reimburse PG&E for the relocation of electrical distribution lines and poles for the Project. Additional funds of $199,708 will be provided through a “Request for Authorization” to Caltrans for HBP funds to compensate for the total and final cost of PG&E overhead electrical line and pole relocations conducted during Phase I and Phase II of the utility relocation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The project has replaced the existing seismically deficient Nacimiento Lake Drive Bridge with a new two (2) lane bridge that meets Caltrans Design Standards.  Also, as part of the proposed project the bridge approaches will be reconstructed and thereby improve the pavement condition of this section of Nacimiento Lake Drive.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
