RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Accept a grant award of $150,000 from The California Endowment, Supporting Healing-Informed Systems Transformation for Health Equity: To build collective capacity of key stakeholders in resident organizing, government, education and philanthropy to realize racially equitable systems change for health and justice in the Salinas Valley and Monterey County (Grant Number 20201804);

b.                     Authorize the Auditor-Controller to amend the Fiscal Year 2020-21 Adopted Budget, Fund 001, Appropriation Unit CAO024, increasing appropriations and estimated revenues by $150,000 funded by The California Endowment (Grant Number 20201804) (4/5 vote);

c.                     Approve and ratify execution by Assistant County Administrative Officer of the Program Support Grant Agreement (Grant Number 20201804) with The California Endowment, for the purpose of supporting Monterey County’s Governing for Racial Equity Initiative for a total contract liability of $150,000 and for the full term of December 15, 2019 to December 31, 2021.                     

SUMMARY/DISCUSSION:

The Office of Community Engagement and Advocacy (OCESA) of the CAO functions as the backbone of the Monterey County Governing for Racial Equity Initiative.

The Office of Community Engagement and Strategic Advocacy in collaboration with The California Endowment (TCE), Building Healthy Communities-East Salinas, Race Forward, Center for Social Inclusion and the National Compadres Network engaged in a learning and education endeavor on Governing for Racial Equity in 2016. Additionally, in 2017 Monterey County became a cohort member of the Government Alliance for Racial Equity (GARE) - Northern California, a yearlong training institute.

Monterey County since has completed 3 years of GARE learning cohorts consisting of representatives from multiple County Departments and joined in the collaboration of Towards a Racially Equitable Monterey County (TREMC) Initiative to advance racial equity principles within local government, local philanthropy, community-based organizations and community resident leaders. Funding granted by TCE will enhance existing efforts in support of the adoption of the Monterey County Governing for Racial Equity Action Plan by the Board of Supervisors, including the development of a County Chief Racial Equity Officer position, continued efforts to increase shared learning and understanding of structural racism across all County staff including Board of Supervisors, and to build capacity with a commitment to the development and implementation of GARE learning institute to be hosted in and tailored to the specific communities of Monterey County, in partnership with the TREMC Initiative. 

The California Endowment has made grant awards to support the County’s Governing for Racial Equity Initiative each year, since 2016.

OTHER AGENCY INVOLVEMENT:

This report is prepared by the CAO-Office of Community Engagement & Strategic Advocacy and has been reviewed by County Counsel.

FINANCING:

The grant will provide financing for the advancement and implementation of Governing for Racial Equity Initiative’s Racial Equity Action Plan. The California Endowment Grant in the amount of $150,000 is a one-time award which does not require a County match.
