RECOMMENDATION:
a.      Approve the nomination of the Management and Employee Growth Opportunity Strategies "Growing our Own"; Monterey County Paternity Education Program; and A Time to Grow, a Time to Learn programs to the 2012 California State Association of Counties (CSAC) Challenge Awards competition; and
b.      Authorize submission of the entries by the County Administrative Officer or his designee.
 
SUMMARY/ DISCUSSION
Each year the California State Association of Counties (CSAC) invites counties to submit nominations for the CSAC Challenge Awards.  These unique awards recognize the innovative and creative spirit of California county governments for finding new and effective ways of providing programs and services to their citizens.  The following three programs are recommended for submission to the 2012 competition.
 
The Human Resources Department - Learning & Organizational Development division is submitting for consideration the Management and Employee Growth Opportunities Strategies "Growing our Own" program.  Growing our Own provides employees with an in-house university that focuses on effective training and the transfer of knowledge.
 
The Department of Child Support Services is submitting for consideration the Monterey County Paternity Education Program.  The Paternity Education Program teaches teens about the child support program and raises awareness about realities of parenthood, including costs associates with raising a child.
 
The Monterey County Free Libraries is submitting for consideration the A Time to Grow, A Time to Learn program.  The A Time to Grow, A Time to Learn program provides conversational English and basic literacy classes to pre-literate adults and children.  
 
OTHER AGENCY INVOLVEMENT:
The County Administrative Office prepared this report with materials submitted by the Human Resources Department, the Department of Child Support Services, and the Monterey Counties Free Libraries.
 
FINANCING:
Each submission to the CSAC Challenge Award competition requires a $50 entry fee.  Three (3) entries from the County of Monterey will be submitted for a total cost of $150 to be funded through the County Administrative Office-Department 1050, Intergovernmental & Legislative Affairs Unit 8054.   Funds are available in the current year budget.  Approval will have no additional impact on the General Fund.
