RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a Children’s Crisis Continuum Pilot Program (“CCCPP”) grant award, in the amount of $3,650,000 from the California Department of Social Services (CDSS), to assist in developing a highly integrated continuum of services designed to serve foster youth who are in crisis for a retroactive term of July 1, 2023 through June 30, 2028; and

b.                     Authorize the Director of Health Services or designee to execute the Standard Grant Agreement, Number ALLOC-23-0004, between the County of Monterey (“County”) and the CDSS, for professional services to be performed by County, in the total amount of $3,650,000, for the retroactive term beginning July 1, 2023 through June 30, 2028; and

SUMMARY/DISCUSSION

The California Department of Social Services (CDSS) has awarded the County of Monterey Health Department a Children’s Crisis Continuum Pilot Program (“CCCPP”) grant award, in the amount of $3,650,000 from the California Department of Social Services (CDSS), to assist in developing a highly integrated continuum of services designed to serve foster youth who are in crisis.

 

The goal of the grant is to enhance and build the continuum of crisis services available to foster youth across Monterey County. This will be done by collaborating and subcontracting with local agencies to bolster and build out the continuum of crisis services available, with funding from the grant focusing on the development of a co-located four-bed Crisis Stabilization Unit (CSU) and four-bed Children’s Crisis Residential Program (CCRP) as well as a two-bed Enhanced Short-term Residential Treatment Program (E-STRTP). These programs will fill gaps in the existing continuum of crisis services available to foster youth, which currently includes fifteen (15) Intensive Services Foster Care Homes (ISFC homes), a 24-hour Mobile Response Team, and Wraparound services, and were identified as priorities by a collaborative group of stakeholders.

 

The County of Monterey submitted an application on November 30, 2022 in collaboration with Seneca Family of Agencies and other local agencies that work closely with supporting foster youth and young people experiencing crisis in response to the California State Assembly Bill 153’s requirement of CDSS and California Department of Health Care Services (“DHCS”) to establish the Children’s Crisis Continuum Pilot Program. The County received a notification of tentative award on February 24, 2023 and the Standard Grant Agreement, Number ALLOC-23-0004 from CDSS on May 5, 2024. The extensive review process of submitted documents, including the Final Work Plan, Budget, and Timeline, required by CDSS, resulted in the delayed receipt of the Grant Agreement from CDSS and retroactively going before the County Board of Supervisors.

 

This work supports the following County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.

 

OTHER AGENCY INVOLVEMENT

The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. 

 

FINANCING

The Grant Agreement provides a total amount of $3,650,000 for the term of the agreement. The funds for FY 2024-25 are included in the Health Department (HEA012-8410) Recommended Budget. The funds for FY 2026-27 and FY 2027-28 will be included in the Health Department's Requested Budget.
