RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.Receive an update on the progress of Governing for Racial Equity in Monterey County.
b. Consider Adopting a Resolution to Proclaim the Reaffirmation of Monterey County Values and Commitment to Ensure Equitable Outcomes and Opportunities for Every Resident of Monterey County. (Full Board)

SUMMARY/DISCUSSION:
The Office of Community Engagement and Advocacy of the CAO functions as the lead agency in the collective efforts to introduce Governing for Racial Equity in Monterey County.
Staff will provide an oral report with an update on the progress of increasing knowledge of Governing for Racial Equity through participation in the Northern California cohort of Government Alliance for Racial Equity (GARE): Monterey County is a cohort member of the Government Alliance on Race & Equity (GARE), a national network of government working to achieve racial equity and advance opportunities for all.
As an expected outcome of the year-long learning institute that is GARE, the Monterey County Team has begun to draft a Racial Equity Action Plan. The Action Plan is built upon a framework that declares Monterey County’s commitment to advancing racial equity in local government. To begin, the team has developed a Racial Equity Statement and has begun to identify potential policy areas to review and assess, which may lead to providing recommendations for application of racial equity tools (see Attachment A).
Additionally, the Team has engaged the County’s Equal Opportunity Advisory Committee and the Commission on the Status of Women to provide input and support of the team’s proposed Resolution to proclaim Monterey County’s commitment to further advance the education and implementation of GRE practices in Monterey County government (see Attachment B). We would like to present an update on the progress of advancing GRE to the full Board of Supervisors, seeking full support and adoption of the resolution.

FINANCING:
Accepting this oral report has no impact on the County General Fund Contribution at this time.
