b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 1 to the Standard Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 1 to Standard Agreement No. A-12995 with Quinn Rental Services to continue to provide rental equipment to: update the rental rates; increase the not to exceed amount of $150,000 by $450,000 for a total amount not to exceed $600,000; and extend the expiration date from December 31, 2016 for three (3) additional years through December 31, 2019, for a revised term from November 1, 2015 to December 31, 2019; and

SUMMARY/DISCUSSION:
On November 17, 2015, the Board of Supervisors approved Standard Agreement (SA) No. A-12995 with Quinn Rental Services in the amount of $150,000 to provide rental equipment to the County of Monterey, Resource Management Agency (RMA), for a term to December 31, 2016.
The RMA has identified a continued need for Quinn Rental Services to provide rental equipment to the Public Works and Parks departments for maintenance of County infrastructure and County facilities. Although the RMA has some maintenance equipment, the equipment is aging and unreliable. At this time, there is no funding available to replace the equipment, therefore, the rental of maintenance equipment is needed to complete County projects in a timely manner. In order to achieve the RMA’s vision to provide responsive, efficient and high quality public service, the RMA needs to supplement its workforce and equipment from local contractors on an “as-needed basis” and in preparation for potential winter storms. The proposed Amendment No. 1 to the SA will not reduce work or positions affecting existing employees.
Amendment No. 1 to the SA will update the rental rates; increase the not to exceed amount of $150,000 by $450,000 for a total amount not to exceed $600,000; and extend the expiration date of the SA from December 31, 2016 for three (3) additional years through December 31, 2019, for a revised term from November 1, 2015 to December 31, 2019.

OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 1 as to form and legality, and fiscal provisions, respectively.
FINANCING:
The costs of Amendment No. 1 are $450,000 of which $169,725 is included in the FY 2016-17 Adopted Road Fund 002, Appropriation Unit RMA012 budget to support current fiscal year costs. The amount for the remaining years of Amendment No. 1 will be included in those budgets as appropriate.
