Title: a. Approve Standard Agreements with the following three (3) contractors: ACCO Engineered Systems, Inc. dba Geo H. Wilson Mechanical Contractors, George Wilson's Plumbing, Inc., and Val's Plumbing & Heating, Inc. to provide on-call plumbing repair and maintenance services for County facilities, awarded under RFP #10870, amounts not to exceed $150,000 each, for a term of three (3) years beginning October 25, 2022 to October 24, 2025, with the option to extend each Agreement for up to two (2) additional years; and b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Standard Agreements and future amendments to each Agreement where the amendments do not increase the approved amount of each Agreement more than ten percent (10%) of the original Agreement amount, subject to the review and approval as to form of any future amendments by the Office of the County Counsel.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Wilson Mechanical Contractors, George Wilson’s Plumbing, Inc., and Val's Plumbing & Heating, Inc. to provide on-call plumbing repair and maintenance services for County facilities, awarded under RFP #10870, amounts not to exceed $150,000 each, for a term of three (3) years beginning October 25, 2022 to October 24, 2025, with the option to extend each Agreement for up to two (2) additional years; and

SUMMARY/DISCUSSION:

The Department of Public Works, Facilities and Parks (PWFP) - Facilities Division is responsible for maintaining safe and efficient operation of County buildings. These standard agreements will allow staff to procure critical plumbing maintenance and repair services needed to keep facilities operating and ensure public services are uninterrupted.  The scope of these contracts is limited to routine maintenance and repairs.  Any Work of Public Improvement is competitively bid either as a stand-alone project, or through the County Job Order Contract (JOC) program.  Awarding multiple vendors allows staff to select the best time/cost value for the work to be done. The awarded contractors all qualify as local vendors under the County’s Local Preference Policy.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved the Standard Agreements as to form and fiscal provisions, respectively.

 

FINANCING:

Services provided by each contractor will be reimbursed from approved budget allocations of the individual units or departments requesting the use of these agreements.  For PWFP, funding is held within the approved budget allocations for General Fund, 001 Facility Services Appropriation Unit PFP054.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended actions support the Board of Supervisors Strategic Initiatives for Infrastructure, Health & Human Services, and Public Safety by enabling staff to maintain County facilities in good working order, which has a critical positive impact on public services.
