Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign a three fiscal year term Mental Health Services Agreement (July 1, 2014 - June 30, 2017) with Encompass Community Services for the provision of mental health services  in the amount of $179,900 for Fiscal Year (FY) 2014-15, $179,900 for FY 2015-16, and $179,900 for FY 2016-17 for a total Agreement amount not to exceed $539,700; and
b.      Authorize the Director of Health to sign up to three future amendments to this Agreement where the amendments do not exceed 10% of the original Agreement amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
The County currently has Agreement A-11962 with Encompass Community Services which will expire on June 30, 2014.  Encompass Community Services Crossroads Program provides short-term assessment and placement stabilization services to three eligible Monterey County youth between 9 to 17 years of age referred for services by the Monterey County Department of Social Services (DSS), Family and Children's Services Division.  The program provides a safe living environment for male and female youth for up to 90 days to assess the physical and emotional needs, determine an appropriate level of care, and provide appropriate mental health services in order to secure a more permanent living arrangement.  
 
This works supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.  
 
OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provision.  A copy of this Agreement is on file with the Clerk of the Board.  
 
FINANCING:
This Agreement is funded by Behavioral Health Realignment (45%), Medi-Cal (50%), and DSS (5%) for Medi-Cal eligible children.  Although there is a small possibility that some children may not have Medi-Cal, the contract is written under the assumption that all children will have those benefits.  The DSS amount will be paid directly by the DSS to the contractor. The funds for FY 2014-15 will be included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2014-15 Requested Budget.
