a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Learning Time Inc. for $340,000 for Learning Disability Evaluations and Job Readiness Education Services for CalWORKs participants for the period July 1, 2016 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($34,000) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Learning Time Inc. for $340,000 for Learning Disability Evaluations and Job Readiness Education Services for CalWORKs participants for the period July 1, 2016 through June 30, 2018; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($34,000) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
CalWORKs is a State of California program administered through the County of Monterey that helps families in need providing aid, services, or both. The CalWORKs program requires that Monterey County offer learning disability screening to all adult CalWORKs participants. Those participants who score above a certain threshold on a standardized and normed screening tool are offered a learning disability evaluation that identifies the specific learning disabilities and recommended accommodations.
This contract is for the provision of adult learning disability evaluations and related services for the CalWORKs program including, but not limited to, direct instruction to individuals and groups to relieve identified disabilities which prevent success in meeting Welfare to Work goals.
Additionally, contractor would participate in Multidisciplinary Team meetings to assist the customer in the CalWORKs Family Stabilization Program, a program designed to provide additional activities or services to address temporary crisis that deters the participation in Welfare to Work of an adult family member.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller, Risk Management and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded by the CalWORKs single allocation. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2016-17 Recommended Budget. Approval of this action has no impact on the County General Fund.
