a. Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 to Agreement No. A-15497 with Johnson Controls, Inc. to provide repair and maintenance service on heating, ventilation, and air conditioning (HVAC) systems for various Health Department facilities, adding $81,253 for a new Agreement Amount of $120,973, and extending the term an additional 3 years for a new term of July 16, 2021 through July 15, 2027; and
b. Approve and authorize the Director of Health Services or designee to sign up to two (2) future amendments to this Agreement that will not exceed 10% ($3,972) of the original Agreement and will not significantly change the Agreement, for a maximum Agreement Amount of $124,945; and
c. Approve and authorize the Contracts and Purchasing Officer or designee to execute future Amendments, provided they do not exceed an aggregate amount of $200,000 and fall within the signing authority of the Contracts and Purchasing Officer.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 to Agreement No. A-15497 with Johnson Controls, Inc. to provide repair and maintenance service on heating, ventilation, and air conditioning (HVAC) systems for various Health Department facilities, adding $81,253 for a new Agreement Amount of $120,973, and extending the term an additional 3 years for a new term of July 16, 2021 through July 15, 2027; and

SUMMARY/DISCUSSION:
Johnson Controls, Inc. (JCI) provides repair and maintenance services for the HVAC electronic maintenance system functions at various Health Department Buildings.
Johnson Control’s propriety Metasys building automation system monitors and controls the building HVAC mechanical and electronic system functions critical for proper ventilation, heat and air conditioning systems, serving staff areas as well as the laboratory system on the ground floor.
This Agreement will allow for Johnson Controls to provide preventative maintenance services which will include technicians to come onsite to inspect building HVAC management systems as well as provide services and repair as needed, through the term of the Agreement.
While this work is not directly in support of a Health Department strategic goal, it is in support of one or more of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The office of County Counsel and the Auditor-Controller have reviewed and approved as to form and fiscal provisions, respectively.
FINANCING:
Appropriations for this Agreement are included in the Health Department’s (4000-HEA014-8438) Fiscal Year (FY) 2024-25, Adopted Budget. For future fiscal years, provision will be made in the Requested Budget for the appropriate year.
