a. Approve and authorize the Sheriff or Sheriff Designee to sign a non-standard retroactive Service Agreement with Motorola Solutions, Inc., (retroactively) from April 15, 2022 to April 14, 2023, for radio management services for 66 radios, in the amount of $2,112; and
b. Approve and authorize the Sheriff or Sheriff Designee to sign a non-standard retroactive Service Agreement with Motorola Solutions, Inc., (retroactively) from July 1, 2022 to June 30, 2023, for radio programming and management services for 350 radios, in the amount of $124,898; and
c. Authorize the Sheriff or Sheriff Designee to sign annual non-standard Service Agreement(s)/Quote with Motorola Solutions, Inc., for one (1) year for the next four (4) years, for radio, programming and management services for 66 Motorola radios, and the cost does not exceed the cost of the previous year plus 10 percent (each year); and
d.Authorize the Sheriff or Sheriff Designee to sign annual non-standard Service Agreement(s)/Quote with Motorola Solutions, Inc., for one (1) year for the next four (4) years, for radio, programming and management services for 350 Motorola radios, and the cost does not exceed the cost of the previous year plus 10 percent (each year).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Sheriff or Sheriff Designee to sign a non-standard Service Agreement with Motorola Solutions, Inc., (retroactively) from April 15, 2022 to April 14, 2023, for radio management services for 66 radio, in the amount of $2,112; and
b. Approve and authorize the Sheriff or Sheriff Designee to sign a non-standard Service Agreement with Motorola Solutions, Inc., (retroactively) from July 1, 2022 to June 30, 2023, for radio programming and management services for 350 radios, in the amount of $124,898; and
c. Authorize the Sheriff or Sheriff Designee to sign annual non-standard Service Agreement(s)/Quote with Motorola Solutions, Inc., for one (1) year for the next four (4) years, for radio, programming and management services for 66 Motorola radios, and the cost does not exceed the cost of the previous year plus 10 percent (each year); and

SUMMARY/DISCUSSION
The Monterey County Sheriff’s Office (MCSO) previous utilized another vendor for radio communication. When the radios came to the end of their useful life and due to the poor coverage, the MCSO sought out another vendor.
The Board previously approved the purchase of new Motorola radios for the MCSO. The Motorola radios were purchased via the Houston-Galveston Area Council (H-GAC) nationally bid contract. At the time the Motorola portable radios were selected, they were the only company that offered the "next generation" platform that allowed the radios to transmit/receive via VHF radio frequency plus WIFI, plus LTE cell signal. The county still does not have the back end set up for the cellular send/receive yet; but they are adding a component this year which is the next to last component they need to get MCSO up and running via cell tower. In order to have service on the radios, MCSO must sign a Service Agreement/Quote each year for the radios to operate.
These radios provide an essential link between deputies, other law enforcement agencies, and the communications center.
This board report is late and the agreement/quotes are retroactive, because we tried to get Motorola to combine the Service Agreement/Quote for the 66/350 radios together so that we would only have one Service Agreement/Quote instead of two separate ones.

County Counsel, Auditor-Controller and Contracts & Purchasing have reviewed.
FINANCING
The costs of these service agreements/quotes was included in the FY 2022-23 Adopted Budget, and will continue to be budgeted. There will be no increase in the General Fund Contribution resulting from the Board action.
