b. Authorize the Contracts/Purchasing Officer or designee to sign up to two future amendments to the agreement where the amendment does not significantly alter the scope of services, for a total maximum not to exceed amount of $575,000.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or designee to sign a Standard Agreement created by Request for Proposal (RFP) #10912 for the provision of Religious Services for Monterey County Jail, with Freedom Advocate, LLC, for the Monterey County Sheriff’s Office for an initial term from date of signing (2/6/2024 estimated) to February 28, 2027, in the amount of $345,000, and
b. Authorize the Contracts/Purchasing Officer or designee to sign up to two future amendments to the agreement where the amendment does not significantly alter the scope of services, for a total maximum not to exceed amount of $575,000.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office has a need for a vendor to provide a variety of religious services (multi-religious, multi-faith and non-denominational) for all male and female inmates at the Monterey County Jail.
Services will include but are not limited to ensuring religious services are provided to meet the needs of the diverse inmate population of the Jail, located at: 1410 Natividad Road, Salinas, CA 93906. The Agreement is based on the County’s requirement as set forth in the terms and conditions for Request for Proposal (RFP) #10912.
The initial three-year term of the Agreements will commence from the date of signing and conclude on February 28, 2027, with the option to extend the Agreements for two (2) additional one (1) year periods, for a maximum five (5) year term for the Agreement.
The aggregate amount to be spent over the five (5) year term shall not to exceed $575,000. Copies of the Agreement are on file with the Clerk of the Board.
OTHER AGENCY INVOLVEMENT:
Contracts and Purchasing provided oversight for the Request for Proposal process. The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the proposed Service Agreement as to form and fiscal provisions, respectively.
FINANCING:
This Agreement is at no cost to the County General Fund as a result of this recommendation. The costs will be reimbursed by the Inmate Welfare Fund which is established per Penal Code 4025.
