RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 1 to Standard Agreement with VNA Community Services, Inc., adding $655,432 for a revised amount not to exceed $755,400, for the revised full term of July 15, 2020 to October 2, 2020, for the purpose of administering and managing COVID-19 Pop-up Testing sites in under-served County areas.
SUMMARY/DISCUSSION:
The Monterey County Health Department is seeking approval and authorization for the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 1 with VNA Community Services, Inc. to increase the number of COVID-19 Pop-up Testing sites to be made available to community members in under-served areas in the County.
Increasing availability and access to COVID-19 testing services is critical in the County’s response to this pandemic. In reviewing, the case rates and testing rates, it is evident that there are community residents without immediate access to testing services, many of these residents located in rural areas or more urban areas with limited access to testing services. The deployment of Pop-up testing is an effective strategy in making services accessible to those residents without access to this vital service within close proximity. By contracting with VNA Community Services, Inc., a local provider adept at administering community influenza clinics, the County is able to more effectively increase access to COVID-19 testing services in under-served areas.
The Pop-up clinics will be deployed two to three times per week with an ability to serve 100-200 residents per clinic. A third clinic day per week in specific locations, will be made possible through a partnership between the County, VNA Community Services, Inc. and area hospitals including Mee Memorial Healthcare System, Natividad, Community Hospital of the Monterey Peninsula - Montage Health, and Salinas Valley Memorial Healthcare System. Healthcare partners will be providing clinical staff and necessary PPE for these clinics to be administered by VNA Community Services, Inc.
Through Amendment No.1, up to 32 Pop-up testing clinics and up to 6,400 tests may be performed with a focus on serving residents in North Monterey County, rural South Monterey County, Chualar, Monterey Peninsula cities of Marina and Seaside, and other County areas based on continual review of test and case rates.
This work supports the MCHD 2018-2022 Strategic Plan Goal 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. Additionally, this work supports one of the ten essential public health services: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 1 as to legal form and fiscal provisions respectively. The Health Department and County Administrative Office have been meeting weekly with executives from the four area hospitals to review response efforts and opportunities for partnership.
FINANCING:
The Health Department included the Standard Agreement and Amendment No. 1 amounts in its budget request for CARES Act, Coronavirus Relief Funds to the Budget Office for consideration and recommendation to the Board for approval. The County received approximately $44.9 million in CARES Act funds for local COVID-19 response efforts that must be expended by December 31, 2020. At present time, there are sufficient appropriations and revenues budgeted in the Health Department’s FY 2020-21 Adopted Budget (4000-HEA003-8124) for this request.
