Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Letter of Agreement (“LOA”) with Central California Alliance for Health for the County of Monterey to receive incentive funds for the Student Behavioral Health Incentive Program to increase access to preventative, early intervention, and behavioral health services for children in public schools in the amount not to exceed $50,000 for the term starting the date of execution by both parties through March 31, 2025;

b. Approve non-standard indemnification provisions to the LOA as recommended by the Director of Health; and

c. Approve and authorize the Director of Health or Assistant Director of Health to execute up to three future amendments that do not exceed 10% ($5,000) of the original LOA amount, do not significantly change the scope of services, and do not exceed the maximum amount of $55,000.

 

SUMMARY/DISCUSSION:

The Central California Alliance for Health (“Alliance”) is implementing a Student Behavioral Health Incentive Program to increase access to preventative, early intervention, and behavioral health services for students in public schools.  The Alliance is administering incentives to the County of Monterey to facility implementation of student behavioral health interventions through the Program.  The County of Monterey is one of the partners engaged with the Alliance in supporting Program implementation as a participant in the planning and development of student behavioral health interventions.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  Risk Management has not approved this Agreement due to non-standard risk provisions. 

 

FINANCING:

The total incentive for the LOA is $50,000.  The associated revenue is included in the Health Department’s Behavioral Health (HEA 012, Unit 8410) Fiscal Year (FY) 2023-24 Adopted Budget.
