RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 3 of the Professional Services Agreement with Community Human Services to extend its term to June 30, 2013, and increase its amount by $40,654 for FY 2012-13 for a revised total not to exceed $121,962 in the aggregate to continue to provide counseling, treatment and substance abuse prevention services for juveniles participating in the Silver Star Youth program, and Juvenile Justice Crime Prevention Act.
 
SUMMARY/DISCUSSION:
The Juvenile Justice Crime Prevention Act (JJCPA), also known as AB1913, appropriates substantial funds for local law enforcement programs to combat juvenile delinquency.  The State Board of Corrections distributes funds to counties on a pro-rata basis. The total projected grant allocation for Monterey County amounts to $1,193,357 to be expended prior to or by June 30, 2013.  
 
As the lead agency and fiscal agent, the Probation Department is disbursing the funds to all the County agencies and community organizations participating in the programs funded by the JJCPA allocation.
 
For the third consecutive year, funding in the amount of $40,654.00 has been allocated to Community Human Services for a family treatment program. The JJCPA programs include family counseling, treatment and substance abuse prevention programs for juveniles participating in the Silver Star Youth Program and Repeat Offender Prevention Program.  
 
Community Human Services is a non-profit agency providing services in collaboration with the grant-funded programs. The agency will provide structured programs designed for youth that exhibit potential risk factors for gang involvement and other social underachievement.  These programs are designed to provide the minor with the skills and confidence to become productive members of the community.
 
OTHER AGENCY INVOLVEMENT:
The Amendment has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.  
 
 
FINANCING:
Funds associated with this recommendation in the amount of $40,654 are provided by the State's JJCPA projected allocation in the amount of $18,103 and a County General Fund Contribution in the amount of $22,551 for FY 2012-2013. Funding for all JJCPA programs has been authorized in the current state budget. These funds are already included in the Probation Department's FY 2012-2013 Requested budget and there is no additional cost to the County General Fund associated with this recommendation.
