Adopt a Resolution to:
a. Authorize the augmentation and clarification to Board Order 17-0340 dated April 18, 2017, which increased the FY 2016-17 adopted appropriation budget by $25,237 for the Fish and Game Propagation Fund 006, Appropriation Unit PAR002, where the financing source was an operating transfer in of $13,303 from the General Fund 001, Appropriation Unit CAO017, and where the remaining financing sources totaling $11,934 were not specifically identified; and
b. Authorize the Auditor-Controller to amend the FY 2016-17 Fish and Game Propagation Budget, Fund 006, Appropriation Unit PAR002, to recognize the additional $11,934 in financing sources from increased anticipated revenue of $7,386 and $4,548 from Fund 006, Unassigned Fund Balance Account 3101 (4/5th vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Authorize the augmentation and clarification to Board Order 17-0340 dated April 18, 2017, which increased the FY 2016-17 adopted appropriation budget by $25,237 for the Fish and Game Propagation Fund 006, Appropriation Unit PAR002, where the financing source was an operating transfer in of $13,303 from the General Fund 001, Appropriation Unit CAO017, and where the remaining financing sources totaling $11,934 were not specifically identified; and
b. Authorize the Auditor-Controller to amend the FY 2016-17 Fish and Game Propagation Budget, Fund 006, Appropriation Unit PAR002, to recognize the additional $11,934 in financing sources from increased anticipated revenue of $7,386 and $4,548 from Fund 006, Unassigned Fund Balance Account 3101 (4/5th vote required).
SUMMARY/DISCUSSION:
On April 18, 2017, the Board of Supervisors considered and approved Board Order 17-0340, which authorized an increase in appropriations of $25,237 and an increase in revenues of $13,303 in the Fish and Game Propagation Fund 006, Appropriation Unit PAR002, where the financing source is an operating transfer in from the CAO’s Other Financing Uses General Fund, Appropriation Unit CAO017. After that action was approved, Resource Management Agency (RMA) became aware that an augmentation to the action was needed to clarify the additional sources of funding required to cover the appropriation increase; in all other aspects of the Report and the Board’s actions taken on the matter were correct.
OTHER AGENCY INVOLVEMENT
Monterey County Fish and Game Advisory Commission approved this matter on February 28, 2017. The Budget Committee reviewed this recommendation on March 29, 2017 and supported this recommendation.
FINANCING
In the FY 2016-17 Adopted Budget, total financing uses for Fish and Game Propagation was $13,438 matched by $13,438 in revenue, where its main revenue source is court fines. Board Order 17-0340 dated April 18, 2017 approved an increase in appropriations of $25,237 and an increase in operating transfer in of $13,303. This action left a funding gap of $11,934, as appropriations exceeded the funding source.
The recommended action before the Board of Supervisors is to increase revenue in the FY 2016-17 adopted budget for Fish and Game Propagation Fund 006, Appropriation Unit PAR002 by $7,386 and recognize the remaining balance of $4,585 will come from Unassigned Fund Balance Account 3101 (4/5th vote required). The FY 2016-17 beginning fund balance for the Fish and Game Propagation Fund 006 is $75,342. The recommended action will reduce fund balance by $4,585, leaving a balance of $70,757.

The recommended action will adhere to the Monterey County Board of Supervisors’ Administration Initiatives as it will provide clarity and transparency on the financing transaction of the Fish and Game Propagation Fund and its impact on the County General Fund.
