RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign a no cost Memorandum of Understanding with the City and County of San Francisco, a municipal corporation acting by and through the Department on the Status of Women, and Seneca Family of Agencies to provide Commercially Sexually Exploited Children Placement and Services Continuum Model to foster youth in Monterey County, for the period of February 11, 2025 to December 31, 2025; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement that do not encompass payment or significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This no-cost Memorandum of Understanding (MOU) allows the City and County of San Francisco and Seneca Family of Agencies to provide supports and services to Monterey County foster youth who are at risk of, or have experienced, commercial sexual exploitation and their caregiver(s).  Services include, but are not limited to, facilitating appropriate referrals for youth and families; identifying alternative caregivers, facilitating the caregiver approval process; provide training; supervising the placement and care of youth; and discretionary funds for families.

 

The California Department of Social Services awarded the San Francisco Department on the Status of Women a grant to administer, coordinate, and fund the development and implementation of the Commercially Sexually Exploited Children Placement and Services Continuum Model (the “Pilot Continuum”) in the nine Bay Area counties.  These services are being extended to include Monterey County. 

 

OTHER AGENCY INVOLVEMENT:

The office of County Counsel has reviewed and approved the Agreement as to form.

 

FINANCING:

This is a non-financial agreement, and recommended actions have no budgetary impact.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by providing family finding and kinship support for families receiving child welfare services.
