RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Amendment No. 1 to the Agreement with Access Support Network (ASN), adding Human Immunodeficiency Virus (HIV) non-medical case management services to Ryan White Part B eligible clients, adding $205,000, for a revised total amount not to exceed $301,816 and adding two years for a revised contract term from April 18, 2016 to March 31, 2019.
SUMMARY/DISCUSSION:
The Monterey County Health Department continues to provide individuals and communities in Monterey County affected by HIV. Access Support Network (ASN) serves the San Luis Obispo County and Monterey County communities, assisting individuals living with HIV and hepatitis C virus (HCV) infections. ASN offers testing and prevention education opportunities for various groups throughout the community. ASN offers needed services and connections to guard against homelessness and against lapses of medication and healthcare coverage. ASN has been providing HIV- and HCV-related services in Monterey County since July 1, 2015 (funded through private sources, direct California Department of Public Health (CDPH) grants, and CDPH grants administered by the Health Department).
This is the second of two Agreements for HIV services seeking approval based on the increase of the dollar amount exceeds $100,00, the extension of the terms, and additional reporting requirements for the current Agreement. The two agreements address separate funding streams for the same services. On January 10, 2017, the Board approved an amendment to the first of these agreements, related to funding under 2016 Ryan White Part B Supplemental (X08) funds. This amendment modifies the second agreement, related to funding from the California Department of Public Health.
This work supports the MCHD 2011-2015 Strategic Plan Initiative: 1. Empower the community to improve health through programs, policies, and activities. Additionally, this work supports three of the 10 Essential Public Health Services: 3. Inform, educate and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.
FINANCING:
This Agreement is fully funded by the California Department of Public Health. There are sufficient appropriations included in the Health Department’s Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2016-17.
