Title

a. In its role as the Chief Elected Official for the Monterey County local workforce development area, approve the Memorandum of Understanding (MOU) with the Workforce Development Board of San Benito County, retroactive to June 1, 2018 through December 31, 2018, for the provision of Proposition 39 Pre-Apprenticeship services (Round II); and

b. Authorize the Chair of the Board of Supervisors and the Executive Director of the Monterey County Workforce Development Board to sign the MOU

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     In its role as the Chief Elected Official for the Monterey County local workforce development area, approve the Memorandum of Understanding (MOU) with the Workforce Development Board of San Benito County, retroactive to June 1, 2018 through December 31, 2018, for the provision of Proposition 39 Pre-Apprenticeship services (Round II); and

b.                     Authorize the Chair of the Board of Supervisors and the Executive Director of the Monterey County Workforce Development Board to sign the MOU

 

SUMMARY:

On December 21, 2017, the California Workforce Development Board notified the Monterey County Workforce Development Board (WDB) that its Proposition 39 (The California Clean Energy Jobs Act) project was selected for additional funding (Round II) in the amount of $375,000 and that the term for providing pre-apprenticeship services was extended to December 31, 2018.  Proposition 39 Pre-Apprenticeship services were previously provided by Monterey County WDB via agreements with the San Benito WDB and other providers.

 

The original MOU between the Monterey County WDB and the San Benito County WDB for the delivery of pre-apprenticeship services expired on September 30, 2017.   The purpose of this MOU is to utilize the Round II grant funds to provide pre-apprentice services to new participants in San Benito County.

 

DISCUSSION:

The Monterey County WDB is the fiscal agent for the Proposition 39 project and as such is responsible for the development of agreements; convening partner meetings; developing outreach and recruitment materials; leading evaluation and implementation of grant activities; and fiscal administration of the grant.  The Monterey County WDB will retain a total of $132,050 for both administrative ($35,000) and program service delivery ($97,050) costs as detailed in the MOU.  

 

Provider specifics:

                     Recruit, enroll, and orient program participants:

o                     Santa Cruz WDB will enroll up to 25 participants

o                     San Benito WDB will enroll up to 25 participants; and

o                     Monterey/Santa Cruz Building Trades Council Training & Education Fund will train a minimum of 55 enrolled participants in MC3

                     Provide Intensive, Supportive, and Retention services to participants;

                     Participate in data collection and reporting necessary for project evaluation;

                     Maintain financial accounts and records; and

                     Receive the following funds for staff time and direct services to participants:

o                     San Benito WDB will receive $40,225;

o                     Santa Cruz WDB will receive $40,225; and

o                     Monterey/Santa Cruz Building Trades Council Training & Education Fund will receive $162,500 to train participants and provide follow-up and placement support services.

 

On April 4, 2018, the full Monterey County WDB approved amendment and renewal of the original Proposition 39 MOU with the San Benito County WDB, in order to provide for Proposition 39 Round II services.  Thereafter, San Benito County requested a new, stand-alone MOU to provide for these services.  The proposed MOU before the Board for approval, in its role and Chief Elected Official, provides for delivery of Proposition 39 services, Round II, on the same terms as the amendment approved by the WDB on April 4, 2018. The Board’s approval, in its role as Chief Elected Official for the local workforce development area, is requested retroactive to June 1, 2018 because the San Benito County Board of Supervisors approved the MOU first at its May 8, 2018 meeting and the Monterey County WDB did not receive the executed MOU from San Benito County in time for the May 22, 2018 Board agenda.

 

Similar agreements with the Monterey/Santa Cruz Building Trades Council Training & Education Fund and the Santa Cruz County WDB will be separately brought to the Board of Supervisors, in its role as Chief Elected Official of the Monterey County local workforce development area, for consideration.

 

OTHER AGENCY INVOLVEMENT:

Parties to the Prop 39 MOU were involved in its development.  County Counsel has reviewed the proposed MOU and attachments as to form.

 

FINANCING:

The Board’s approval of the proposed MOU with San Benito County WDB will have no impact on the County General Fund. Clean Energy Job Creation funds in the amount of $375,000, established by the voter-approved Proposition 39 - The California Clean Energy Jobs Act (SB 73 - Chapter 29, Statutes of 2013) underwrite regional Proposition 39 Pre-Apprenticeship services. This grant funds the MOU with the San Benito County WDB; grant funds are budgeted in Fund 021 Dept. 1050 Unit 8478 Appropriation Unit CAO030.

 

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the MOU will create pathways to apprenticeships in the green energy field and building the energy-efficient workforce in the three-county region.

 

                     Economic Development: Through collaboration, strengthen economic development to ensure a diversified and healthy economy.

 

                     Administration: Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

 

                     Health & Human Services: Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.
