Adopt a Resolution to approve the proposed amended Bylaws of the Equal Opportunity and Civil Rights Advisory Commission.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to approve the proposed amended Bylaws of the Equal Opportunity and Civil Rights Advisory Commission.

 

SUMMARY/DISCUSSION:

The Equal Opportunity and Civil Rights Advisory Commission (EOCRAC) is comprised of members representing each Supervisorial District, employee labor groups, Department Heads Council, and community-based organizations. Among its duties the EOCRAC reviews the Equal Opportunity Plan for the County of Monterey (EOP) and the County Departmental Equal Opportunity Plans, presents proposals for modification to the Board of Supervisors for consideration, and reviews and advises the Board of Supervisors on issues relating to equal access to contracting opportunities.

 

As a commission of the County of Monterey, the EOCRAC is required to have Bylaws and ensure that those Bylaws reflect the roles and responsibilities of the Commission and its members.

 

The Civil Rights Office worked with the EOCRAC to update its Bylaws to include additional representatives as follows:

 

a.  One representative from the Commission on Disabilities

b.  One representative of a community organization that represents the indigenous community from the geographical area currently known as Monterey County

c.  One representative of a community organization that represents the indigenous community of Mexico residing in Monterey County

 

The addition of these representatives will allow greater representation of traditionally marginalized groups and will enable the County to continue to work towards equity in our processes.

 

The proposed revisions also contain minor changes in formatting and grammar that do not substantially change the current Bylaws. 

 

OTHER AGENCY INVOLVEMENT:

The revisions of the Bylaws were reviewed and approved by the EOCRAC and the Office of the County Counsel as to form.

 

FINANCING:

Members of the EOCRAC serve without compensation. Changes to the Bylaws will have no financial impact on the County’s General Fund.
