RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the County Purchasing Agent or designee to execute a Memorandum of Understanding (MOU) with the Monterey County Office of Education (MCOE) for the shared costs related to the Children’s Council coordination services for a term retroactive to July 1, 2026 through June 30, 2027, for a reimbursable amount of up to $14,050; and
b. Authorize the County Purchasing Agent or designee to execute future amendments to the MOU, provided that these amendments do not exceed an aggregate amount of $200,000 per fiscal year and fall within the signing authority of the County Purchasing Agent, subject to review and approval from County Counsel.
SUMMARY:
The County of Monterey contracts with United Way Monterey County to provide coordination and technical administrative support for the Monterey County Children’s Council. The four agencies on the Council’s Executive Committee - Probation Department, Department of Social Services (DSS), Health Department, and Monterey County Office of Education (MCOE) - share the annual contract cost of up to $56,200. Probation oversees the related contracts and MOUs. This specific MOU outlines the agreement between Probation and MCOE. Board approval is required because the MOU is retroactive due to tight deadlines and processing delays.
DISCUSSION:
For several years, the County of Monterey has contracted with United Way Monterey County to provide coordination services for the Monterey County Children’s Council. Under this agreement, United Way employs a professional who serves as the coordinator and technical administrator for the Council. In this role, the Coordinator functions as the primary information and communications intermediary for organizations that address children’s issues and deliver services to children and families throughout Monterey County.
The four local entities represented on the Children’s Council Executive Committee - Probation Department, DSS, Health Department, and MCOE - have mutually agreed to share the cost of the contracted services provided by United Way. For fiscal year 2026-2027, the total cost of the agreement is an amount not to exceed $56,200, with each entity contributing up to $14,050.
Probation serves as the administrative coordinator for the contracts and MOUs associated with these services. This MOU reflects the agreement between MCOE and Probation, while a separate MOU between DSS, Health Department, and Probation was developed.
Board approval is required for this MOU due to its retroactive nature. Tight Board deadlines and the timing of MCOE’s approval contributed to delays in the timely execution of this MOU.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
This MOU was approved by the Office of County Counsel as to form and by the Auditor-Controller as to fiscal terms.
FINANCING:
Through this MOU, MCOE will reimburse Probation an amount of up to $14,050 for the services provided by United Way. The associated funding and appropriations of $14,050 for Fiscal Year 2026-2027 are included in the Probation Department’s FY 26-27 Adopted Budget (Fund 1001 - Department 255006). There is no additional cost to the County General Fund with this recommendation.

This recommendation supports the Board of Supervisor Strategic Plan Goals of Well Being and Safe and Resilient Communities by supporting the Children’s Council, whose purpose is to facilitate the development of comprehensive and collaborative delivery systems of services for children and their families throughout Monterey County.
