RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Procurement (Delivery and Application) of Asphalt Emulsion for the Seal Coat FY16, Project No. 5516; and
b. Authorize the Director of Public Works to advertise the “Notice to Bidders” in the Monterey County Weekly and South County News. (As Revised on the Record)
SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions to the Standard Specifications will authorize the Resource Management Agency - Public Works (RMA-PW) to proceed with advertising of the Procurement (Delivery and Application) of Asphalt Emulsion for the Seal Coat FY16, Project No. 5516. The bid opening is set for July 17, 2015, at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. Project construction is scheduled to begin in September 2015.
The contract for the procurement of emulsion is a component of the Seal Coat FY16. The contract consists of delivery and application of asphalt emulsion to various County roads. Contingent upon available funding, the Seal Coat FY16 proposes to scrub seal on River Road (from 0.15 mile north of Tara Road to Parker Road) and Carmel Valley Road (from Rancho Fiesta Road to Ford Road); Chip seal on Bitterwater Road (from King City City Limit to San Benito County Line) and Jolon Road (from Interlake Road to Peri Road). RMA-PW Maintenance is performing preparatory work for the project.
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR § 15301 Existing Facilities).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller, have reviewed and approved the Special Provisions as to form and legality, and fiscal terms, respectively.
FINANCING:
There is no financial impact to the General Fund. Total estimated project cost, including project management, engineering, and construction, is $479,365. There are sufficient appropriations in the FY 2015-16 Recommended Budget for the Road Fund (Fund 002, Unit 8443) to fund this Project.
