a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute a Standard Agreement with Community Human Services (CHS) to provide family counseling, treatment, and substance abuse prevention services for youth under the Juvenile Justice Crime Prevention Act (JJCPA) programs, in an amount not to exceed $135,700 and for a term of July 1, 2022 to June 30, 2023; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign future amendments to the Agreement where the amendments do not exceed ten percent ($13,570) of the original Agreement amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute a Standard Agreement with Community Human Services (CHS) to provide family counseling, treatment, and substance abuse prevention services for youth under the Juvenile Justice Crime Prevention Act (JJCPA) programs, in an amount not to exceed $135,700 and for a term of July 1, 2022 to June 30, 2023; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign future amendments to the Agreement where the amendments do not exceed ten percent ($13,570) of the original Agreement amount and do not significantly change the scope of services.
SUMMARY:
The Probation Department recommends the approval of the Standard Agreement with Community Human Services (CHS) in an amount not to exceed $135,700 and for a term of July 1, 2022 through June 30, 2023, to provide family counseling, treatment, and substance abuse prevention services for youth through Drug and Alcohol Intervention Services for Youth (DAISY) under the Juvenile Justice Crime Prevention Act (JJCPA) programs. Services provided by CHS are bilingual, English and Spanish.
DISCUSSION:
For Fiscal Year 2022-2023, JJCPA funding in the amount of $135,700 has been allocated to CHS to provide family counseling, treatment, and substance abuse prevention services for youth at the Silver Star Resource Center (SSRC). There is a continuous need for the services provided by CHS, as substance abuse continues to be a major factor negatively impacting familial, social, legal, academic and health outcomes of youth in the community. Through the Drug and Alcohol Intervention Services for Youth (DAISY) program, CHS provides education and intervention services for substance abusing youth ages 13-18 who are referred by parents, schools, Social Services, Behavioral Health, Probation, and Juvenile Drug Court. DAISY provides youth and families evidence-based best practices specifically designed to address youth substance use and abuse. DAISY also offers a parent support group that provides parents with accurate information and tools to help them better understand and support their children. DAISY helps youth by providing the tools needed to commit to change and empowers youth to set goals that will lead to a successful and productive life.
OTHER AGENCY INVOLVEMENT:
The Standard Agreement with CHS has been approved by the Office of County Counsel as to form and by the Auditor-Controller’s Office as to fiscal provisions.
FINANCING:
Funds associated with this recommendation are allocated by the State for Juvenile Justice Crime Prevention Act (JJCPA) programs. The JJCPA programs and distribution of funds were presented to and approved by the Juvenile Justice Coordinating Council (JJCC) on February 16, 2022. Funding for all JJCPA programs has been authorized in the current State budget and is included in Probation’s Recommended Budget Unit 8162 for FY 22-23. There is no cost to the County General Fund associated with this recommendation.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommendation to approve the Standard Agreement with CHS to provide family counseling, treatment, and substance abuse prevention services for youth supports the following Board of Supervisors’ Strategic Initiatives: 1) Health and Human Services by providing access to County services that improve quality of life and support strong, healthy families; and 2) Public Safety by encouraging positive life choices to aid in crime prevention.
