RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Accept a Grant Award of up to $2,500,000 from Santa Cruz-Monterey-Merced-San Benito-Mariposa Managed Medical Care Commission, operating as Central California Alliance for Health (CCAH) in support of the "Monterey County Clinic at Marina" (New Construction) project; and

b. Ratify execution by the Director of Health Services of a Medi-Cal Capacity Grant Agreement (Grant Agreement), Grant number 0724-MCHD-CS-Capital between Central California Alliance for Health (CCAH) and the County of Monterey, on behalf of the Health Department, Clinic Services Bureau (“County”), in the amount up to $2,500,000 for the "Monterey County Clinic at Marina" (New Construction) project, with a Grant Term of 39 months effective on the date of the last signature of the Agreement.

SUMMARY DISCUSSION:

Central California Alliance for Health (CCAH) established the Medi-Cal Capacity Grant Program to offer grants to health care providers and community organizations to support efforts that advance the mission of CCAH to provide timely access to quality health care services and to increase Medi-Cal capacity in the service area. On August 1, 2024, the Health Department, Clinic Services Bureau (“County”) notified the Board of Supervisors and the County Administrative Officer of the intent to apply to CCAH’s Medi-Cal Capacity Grant Program in the amount of $2,500,000. On October 23, 2024, the County was notified by CCAH that it had been awarded the Capital Program Grant for a maximum amount of $2,500,000. Due to the Grant Agreement requiring approval by December 22, 2024, the Agreement was executed by the Director of Health Services. Grant funds will be used for the "Monterey County Clinic at Marina" (New Construction) project.

Approval of the recommended action will allow County to receive the CCAH Grant Award and continue to meet the need for quality services and increase healthcare access for the community. The Monterey County Clinic at Marina will allow for a significant patient capacity increase and an overall increase in patient satisfaction.

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form and fiscal provisions, respectively. 

FINANCING:

There is no impact on the General Fund from approval of this action. Grant funds will be released in phases and upon completion of project milestones.
