RECOMMENDATION:

It is recommended that the Capital Improvement Committee:

a.                     Support the County of Monterey Capital Improvement Program Five-Year Plan FY 2017-18 through 2021-22 unfunded project needs; and

b.                     Provide direction regarding recommended unfunded project priorities.

 

SUMMARY/ DISCUSSION:

Resource Management Agency (RMA) is seeking Capital Improvement Committee support and recommendation for the County of Monterey Capital Improvement Program (CIP) Five-Year Plan 2018/19 through 2022/23 (Attachment A). The list includes capital projects planned as part of the capital budgets managed by RMA, IT and NMC.  Capital projects are funded through Capital funds (401, 402, 404) and individual department budgets. This document provides information about funded and unfunded County department capital projects for FY 18/19.  In addition, staff has prepared an objective ranking of unfunded projects to prioritize needs. Direction provided by the CIC on recommended project priorities will be used to develop the FY 18/19 budget.

 

The primary focus of this report is the list of unfunded projects. RMA-Facilities staff ranked unfunded projects based on specific criteria, which was presented to the CIC in September 2017. RMA requests that the CIC provide recommendations on prioritizing projects to be considered for funding. Consistent with the Board of Supervisor’s guidelines, the projects included in the first year of the CIP (FY 2017-18) requiring County capital funds will be reflected in the FY 2017-18 Annual Recommended Budget for the consideration and action by the Board of Supervisors. 

 

For the Fiscal Year (FY) 18/19 through 22/23 CIP, as drafted, there are eighty-eight (88) fully funded projects totaling $391M, sixteen (16) partially funded projects with full funding for FY 18/19, with total costs of $149M, and Ninety-eight (98) unfunded projects including projects with only partial funding for FY 18/19, totaling $338M. The total funding for capital projects countywide for FY 18/19 is approximately 116$M utilizing multiple funding sources. A summary of fully-funded, partially funded and unfunded projects for FY 18/19 is included in the CIP.

 

In addition to the submitted CIP projects, the County also faces a significant cost to address damage caused by the 2017 January/February winter storms. These winter storm projects are included as a complimentary list in the CIP.

 

FINANCING:

This report includes fully and partially funded projects with funding identified in FY 2018/19.

These projects will be recommended to the Board of Supervisors for inclusion into the FY

2018-19 Recommended Budget.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office budget analysts review capital projects submitted for FY 18/19 for consistency with the annual budget. RMA staff reviewed submitted projects and scored them based on the department’s description and justification.

 

This year RMA met with the County’s Government Alliance on Race and Equity (GARE) Racial Equity cohort to review unfunded CIP projects and begin the process of developing ranking criteria for unfunded CIP projects. Ranking will be based on a project’s impact on racial equity in the County. The cohort developed draft criteria, which are attached to this report as Attachment C. The cohort recommends that the CIC consider these criteria in its review of unfunded projects. RMA will continue to work with the cohort as they develop criteria and recommendations.

 

Departments are encouraged to attend the CIC meeting to speak on behalf of their projects. Since the Water Resources Agency (WRA) is not considered a department of the County, the Five-Year CIP does not include WRA projects. Natividad Medical Center (NMC) manages its own funds for capital projects, and so is included in the CIP for reference only. RMA does not review or prioritize NMC projects.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Capital Improvement Program is a critical part of County infrastructure planning and administration. The updated review and prioritization process allows critical county needs to be identified in a standardized, efficient way. A well-planned CIP is a key part of developing and maintaining County infrastructure.
