RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Emergency Communications to sign a Letter Agreement with the City of Salinas for County contribution to the cost of a study on the feasibility of forming a Joint Powers Authority (JPA) to provide 911 services in Monterey County, in the maximum amount of $32,984.00.

b. Authorize the Auditor Controller to pay the invoice provided by the City of Salinas to Monterey County for the County contribution to the cost of the JPA study, dated July 18, 2017, for $32,984.00, such payment to issue within 45 days of the Board’s approval, as provided in the Letter Agreement.

 

SUMMARY/DISCUSSION:

The Monterey County City Managers and Chief Executives of the agencies participating in the 911 Service Agreement (Participating Agencies), authorized a study to analyze the feasibility of forming a Joint Powers Authority to provide 911 services in Monterey County.  With the concurrence of the participating City Managers and the Monterey County CAO, the City of Salinas commissioned CityGate Associates LLC to conduct the study.  The purpose of the study was to determine if formation of a JPA would yield greater efficiencies and improve governance in the delivery of 911 dispatch services in Monterey County. The results of this study, conducted over a period of 12 months, were distributed to Participating Agencies in a report entitled “911 and Emergency Communications JPA Fiscal Feasibility Analysis,” dated August 17, 2016.

The total cost of this study was $150,699, which was paid for in full by the City of Salinas, with the understanding that Participating Agencies and Monterey County would each contribute to its cost.  The City of Salinas and Monterey County agree that the cost of the study to be borne by Monterey County, apportioned based upon assessed property values, population, and workload, is $32,984.00.

The Emergency Communications Department recommends that the Board approve the Letter Agreement with the City of Salinas to provide for payment of this cost.  The Emergency Communications Department further recommends that the Board authorize the Auditor Controller to pay the invoice provided by the City of Salinas, dated July 18, 2017, for $32,984.00 representing the County’s contribution to the cost of the JPA study.  Authorization to issue payment within 45 days of the Board’s approval of the Letter Agreement is recommended, as specified by the terms of the Letter Agreement.

 

OTHER AGENCY INVOLVEMENT:

The Letter Agreement has been reviewed by County Counsel as to form.

 

Due to the late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.

 

FINANCING:

Funding for the cost of the County’s portion of the study will come from the Emergency Communications Fiscal Year 17/18 operational fund EME001-001-1520-8065-6613.
